PERFORMANCE WORK STATEMENT
Role Player Support
11-15 June 2023
1. Background: The Wyoming National Guard uses multiple full-scale exercise venues to replicate a natural disaster or a man-made disaster event. The use of these venues supports regional training and exercises to enhance domestic contingency preparedness exercises and evaluations of the Wyoming
National Guard’s joint forces headquarters. The venues and surrounding areas are built up to be realistic, challenging, maintainable, and to provide the needed skill lanes. Venues are located in Sheridan, Gillette, Cheyenne, and Powell, Wyoming. The training venue provides command and tactical skill challenges of such complexity that repetitiveness does not breed familiarity with the training venues and training lanes.
The venues are of sufficient size and complexity to keep all National Guard teams and participating agencies in a realistic condition and environment so individuals gain valuable experience and expertise working on a simulated "real world" incident.
2. Objective: This Performance Work Statement establishes performance requirements for contractor tasks necessary to provide Victim Role Players and support to venues’ lanes training. The following Exercise
Objectives have been identified by the VIGILANT GUARD 23-3 Exercise planners for this exercise:
1. Exercise Dual Status Commander (DSC) process and authorities; Integrate Title-10 forces.
2. Exercise the WYNG Emergency Response Plan and conduct internal assessment of supporting Task
Forces and capabilities.
3. Assess situational awareness and current Common Operating Picture (COP) tools.
4. Assess State Cyber Disruption Plan.
5. Conduct EMAC of regional NG Capabilities IAW WOHS SOG.

6. Complete Joint Reception, Staging, Onward Movement, and Integration (JRSOI) of incoming regional NG Forces.
7. Conduct TF CBRNE interagency training w/ WOHS’ RERTs IAW the CBRN Response Enterprise
(CRE) Concept of Operations (CONOP).
8. Conduct Civil Disturbance interagency training w/ Wyoming Highway Patrol.
9. Conduct interagency emergency resupply and logistics.
10. Coordinate Public Messaging and integrate Social Media into operations.
11. Exercise the planned PACE in support of NGCS/ DSCA operations.
3. Requirements: The contractor shall perform the PERFORMANCE OBJECTIVES below in accordance with the Performance Standards. Personnel assigned to this task shall possess the skills and expertise necessary to perform assigned tasks associated with this order. The following support will be available and provided by the government at the venue site:
1) A temporary “Fixed” moulage site to include:
i) Electricity
ii) Water hot / cold
iii) Tables
iv) Chairs
v) Heat / cooling areas based on weather conditions
2) A holding site / break area
a) Electricity
b) Water
c) Tables
d) Chairs
e) Toilets
4. Scenario: During historic flooding, cyber attacks impact Wyoming critical infastrucure. Then Mass
Casulty Incidents in Sheridan, Wyoming pushes hospitals beyond their patient capacity. An airplane incident in Gillette, Wyoming further increases patients at regional hospitals. A third mass casualty incident at Northwest College in Powell, Wyoming increases patients at regional hosptials beyond state-wide capacity. Due to prolonged impacts to daily life, critical infrastructure, and key resources, a civil disturbance occues in Cheyenne, Wyoming. The combined effects of flooding, cyber attacks, and mass casualty incidents deplete state and regional resources. State agencies request assistance from Inter-state and Federal resources.
5. Tasks/Requirements: The contractor shall perform the PERFORMANCE TASKS below in accordance with the Performance Standards listed. Personnel assigned to these tasks shall possess the skills and expertise necessary to perform assigned tasks associated with this order.
Task 5.1, Program Management: The contractor shall provide materials and services to accomplish all tasks outlined in this Performance Work Statement throughout the period of performance of the contract. The contractor shall prepare for and participate in meetings and reviews when required or directed by the KO. The contractor will schedule a “kick-off” meeting with the technical point-of-contact within 7 days of contract award. This meeting can be scheduled at the exercise site in order to provide the contractor awareness of the exercise area and its existing conditions. The contractor shall resolve action items assigned to the contractor at this meeting and follow on meetings deemed necessary by the contractor or the KO. The contractor shall provide support in accordance with this PWS for the following exercise: 11-15 June, 2023 VIGILANT GUARD 23-3.

Task 5.2, Contractor’s Management Report: The Contractor’s Daily Status Report (DSR), indicates the progress of the work, status of the program and of the assigned tasks. This report shall include information relating to accomplishments, existing or potential problem areas and proposed action to resolve the problems. The contractor must include the DSR with each invoice submitted for payment to the KO.
Task 5.3, Moulaged Role Players and Support:
Provide Moulaged Role Players and Support to Role Play exercise play for 11-15 JUN 23
Exercise IAW PWS and Annex A.
Performance Standards for Task 5.3
1) Training will continue during inclement weather.
2) Wyoming National Guard provides a dry and covered space with power, tables and chairs to support moulage support operations and Holding/Break Site Operations for Role Players.
3) Set-up and operate a temporary “Fixed” moulage site to include:
a) Water hot / cold (If required by contractor to perform adequate moulage support)
b) Be prepared to heat moulage support areas based on weather conditions.
4) The contractor is responsible at all times for their staff and employees.
5) Develop and publish a formal plan to address procedures and resources available for on-site safety, ‘real-world’ emergencies and life support capabilities.
6) Provide role player orientation and mandatory safety training prior to their participation.
7) Follow all applicable federal, state, and local safety regulations. Liability and/or usage agreement may be required for access to training site.
8) Provide Moulage Player Support Staff with a high visibility method of identification (e.g. vest) at all training sites to supervise and support personnel.
9) Provide mandatory safety equipment (eye protection, ear protection, adequate foot ware, etc.) for all role players at the exercise venues.
10) Ensure staff and employees park only in designated areas assigned at exercise venues.
11) Provide KO an accurate number of role players presentations to pass through emergency triage, including Ambulatory and Non-Ambulatory actors.
Task 5.4, Moulaged Role Players Support
1) The contractor shall provide required support and materials as listed IAW the performance standards.

5) Provide moulage on role players (actors) in accordance with Annex A specifications for the
Role Player Support Page 4 of 7 exercise.
6) Provide an on-site manager/expert for assuring quality of moulage treatments. The numbers of artisans are based on contractor needs to provide the number of presentations.
7) Provide exercise scenario specific moulage for casualty role players with the following types of medical issues: Multiple Compression Wounds, Geriatrics, Trauma, Chest Pain, Crush, Burn, Hot/Cold, and Panic (mental other), Chemical, PTSD, Pediatrics -- Ambulatory and Non-
Ambulatory.
8) Provide simulated fatality remains; dismembered limbs, body parts, in accordance with exercise scenario.
9) Provide moulaged role players with exercise scenario specific Mass Casualty Cards (water proof) and provide injury specific acting instructions/coaching in accordance with list of simulated medical issues listed above.
10) Provide patient flow rates in accordance with exercise scenarios and schedule of exercise events.
11) Role players will be moulaged (make-up) and placed at the appropriate training sites in accordance with exercise timelines and suspenses.
12) Provide all materials, to include ‘‘cut away’ clothing and moulage for make-up and dressing role-players.
13) Ensure timely pickup of role players once they have passed through medical triage or medical holding to maximize the recycling and iteration process.
14) Prepare Role players to understand that they may get wet, exercise play clothing will be cut off and they may be scrubbed with brushes and a lot of water, possibly cold water, to simulate patient decontamination.
Performance standards for Task 5.4 Mannequin Support
1) Provide mannequins in accordance with the Annex A.
2) Mannequins will be moulaged (made-up), transported and placed by contractor at the direction of venue controllers.
3) Mannequins: Adults shall weigh a minimum of 150 pounds with weighted limbs; Children 60-100 pounds; Infants 10-30 pounds. Composition of mannequins: Adults ~ 75%, Children ~15%, Infants
~ 10% mix.
4) Provide exercise scenario specific moulage for mannequins with the following types of issues:
Multiple Gun Shot Wounds, Geriatrics, Trauma, Crush, Burn and Fatalities.
5) Provide required support at each presentation dependent upon the exercise sequencing and pacing.
As directed by exercise planners, times may shift slightly based on training requirements.
6) Mannequin waterproof laminated injury cards should be able to be modified each day per operational requirements.
7. Period of Performance: six days.
8. Deliverable Guidelines:
▪ Inspections and Acceptance: All deliverables must be submitted to and approved by the KO.
▪ Notice Regarding Late Delivery: The contractor shall notify the KO as soon as it becomes apparent to the contractor that a scheduled delivery will be late. The contractor shall include in the Problem
Notification Report (PNR) the rationale for late delivery, the expected date for the delivery and the project impact of the late deliver

Venue #1: Sheridan Veteran Affairs Hospital in Sheridan, Wyoming
Role Players & Mannequins. Provide an on-site Role Player manager and Role Player moulage artisans in accordance with the requirement to provide proper training presentations for each day of training.
