Notice of Intent to Sole Source
The Baltimore District of the U. S. Army Corps of Engineers, 2 Hopkins Plaza, Third Floor, Baltimore MD 21201, is issuing a notice of intent to sole source an award to Ellicott Dredge Technologies, LLC, 1750 Madison Avenue, New Richmond, WI 54017 for the replacement of a dredge within in basin no. 2 of the Georgetown Reservoir.
• Mud Cat MC 60EC Dredge – 30 ft. digging and control system
The Government intends to negotiate solely with Ellicott Dredge Technologies, LLC. per FAR 13.501(a)(1)(ii), as no other source of supplies/service will satisfy agency requirements.
The dredge to be procured for use at the Georgetown Reservoir must seamlessly operate with the existing winch and cable driven dredge lateral movement system and associated automated controls. A replacement of the entire system is not justifiable. The original equipment manufacturer, Liquid Waste Technology (LWT), has since been acquired by Ellicott Dredge Technologies, LLC. Ellicott Dredge Technologies, LLC retains the original LWT manufacturing facilities and proprietary information. Ellicott Dredge Technologies, LLC is familiar with the existing automated dredge components and control system; they are fully capable of manufacturing a duplicate dredge with any required modifications.
The NAICS code for this acquisition is 333120, with a small business size standard of 1,250 employees.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses may be submitted to Rosemarie Rollins at Rosemarie.E.Rollins@usace.army.mil, and responses received no later than 03 August 2022 at 11:00 AM ET shall be considered by the Agency.
