BRAND NAME DETERMINATION

OPTO 22 EQUIPMENT

1. DESCRIPTION OF THE LOCATION: The U.S. Army Corps of Engineers, Walla Walla District

(CENWW-CT) 201 North 3rd, Walla Walla, WA 99362.

2. DESCRIPTION OF ACTION: Approval is being requested for a new firm fixed price contract with Opto 22 to procure name brand products, which are compatible for use in the existing GDACS system for McNary Dam.

3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION: The U.S. Army Corps of Engineers has requested the purchase of Opto 22 products which is for the installation of GDACS, estimated value of this procurement is $280,460.

4. AUTHORITY CITED:

10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1 (c) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

FAR 11.105(a)(1), Items Particular to One Manufacturer. The particular brand name, product, or feature is essential to the Government ' s requirements , and market research indicates other companies ' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency' s needs.

5. REASON FOR AUTHORITY CITED:

a. Background: The equipment requested will be used to replace end of life components, which are no longer supported by Opto 22, at McNary Dam for the Powerhouse Control System Upgrade as part of the McNary Digital Governors, Exciters, and Powerhouse Controls Upgrade project for Walla Walla district.

GDACS is the automated power plant monitoring and control system for controlling power generation from hydropower plants and other federal power plants that are often linked to systems that fall under the requirements of Title 6 USC for cyber security, including Title 6 USC 131-134, protection of critical equipment.

b. Justification: Opto 22 brand name products will be installed in support of North American Electric

Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) Version 5 cybersecurity requirements. Only Opto 22 brand name products are compatible with the existing equipment that is used to communicate to the existing network. The system is essential for communication, security, control, and protection of critical power system infrastructure at the McNary plant.

c. Impact: Without the installation of Opto 22 brand name products, critical plant assets that are currently vulnerable to cyber attack and non-compliant with NERC CIP V5 cybersecurity requirements will remain out of compliance, which may subject the plant to future compliance and enforcement activities.

d. Alternatives: GDACS currently does not support equivalent alternatives to Opto 22 brand name products.

Significant research and development costs would be required to make the system compatible with an alternative brand name product, including but not limited to: analysis of alternatives, system prototyping, system design, system testing, installation, and personnel training costs.

Use of an alternative product at McNary would also make the plant’s SCADA system architecture differ from other GDACS installations along the Federal Columbia River Power System (FCRPS), which would likely increase long term maintenance and support costs.

For these reasons, the US Army Corps of Engineers does not believe an alternative product could be selected without causing unreasonable government expense.

6. DETERMINATION OF FAIR AND REASONABLE COSTS: Price competition should result in a fair and reasonable price; however, no contract will be awarded unless the price is determined fair and reasonable.

7. EFFORTS TO OBTAIN COMPETITION: The GDACS configuration requires use of these specified items.

Due to the need for compatibility of existing equipment we must use this brand name products. All sources responding that can provide name brand items will be considered.

8. ACTIONS TO INCREASE COMPETITION: All sources responding that can provide name brand items will be considered.

9. MARKET RESEARCH: Research shows Opto 22 brand name products is the only identified product compatible with the existing system for this installation phase. Other sources have been vetted to meet current needs, but there is no alternative available without complete system replacement with an equivalent product.

10. CONTRACT SPECIALIST: I certify that the information supporting this brand name determination is accurate and complete to the best of my knowledge based on the supporting data provided by technical or requirements personnel.
