Title: Procurement of Facility Equipment, Machinery, and Parts Case EG-B-HDF, Ras El Tin Naval Base Alexandria, Egypt

This is a Sources Sought for Market Research purposes ONLY. This is not an Invitation for Bid, Request for Proposal, or Solicitation.

FMF REQUIREMENT

In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC §2791(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement.

Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Government’s best interests.

The U.S. Army Corps of Engineers (USACE) Sources Sought announcement is issued to conduct market research and identify parties interested in, and with the resources to support this Egyptian Navy requirement for the Procurement of Facility Equipment, Machinery, and Parts. dfYoung has been designated by the Egyptian Navy as the Freight Forwarder for all equipment, machinery, and parts listed in this requirement. All parts, equipment, and machinery are to be new, with manufacturer warranties intact.

Spare parts that have been used for demonstration purposes, or have been reconfigured, rebuilt, or reconditioned will not acceptable. Current or updated versions of the specified spare parts are to be provided as well.

As a result of this Sources Sought, the US Government will have a better understanding of industries capabilities in procuring these items. Interested Vendors are also welcomed to advise if any of the noted equipment parts are obsolete and have been replaced by new parts numbers. These new part numbers, if any, shall be included in the vendor’s Statement of Capability (SOC) along with the appropriate technical data.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210. Since all the work will be performed outside of the continental United States, no set-asides or socioeconomic preference of any sort will be granted.

It is anticipated this requirement will be solicited on a Full and Open basis at a later date. It is anticipated a Firm-Fixed-Price (FFP) contract will be issued and the Vendor who is awarded the contract shall order, inspect, and have ready for delivery all equipment listed on the Appendix A document (attached). The anticipated Period of Performance (PoP) for this future contract award will be 175 Calendar Days after contract award.

There is no solicitation currently. This request for capability information does not constitute a Request for Proposal(s); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform the contract requirements described in the attached Draft Statement of Work (SOW), please provide the following information:
