16. Description:
CONTRACT INFORMATION: The Huntington District Corps of Engineers intends to procure up to two Indefinite Delivery, Indefinite Quantity contracts for Fabrication and Rehabilitation for the Huntington District Structural Operating Equipment. The fabrication required under this contract may include, but is not limited to welding members together, fabricating items in accordance with drawings and specifications, cutting and drilling rubber seals, bolting members together, sandblasting and painting. The rehabilitation may include but is not limited to welding structural cracks and defects, replacing bushings, machining shafts and bushings, installing sleeves on shafts, sandblasting to white metal, painting, replacing bolts on rubber seals. The contractor’s facility shall be within 200 miles of the Huntington District office in Huntington, WV, and have river access to be considered for award. The contract period(s) will be for a one-year base period with up to four additional one-year option periods. The contract will be a Firm Fixed Price contract for an amount not-to-exceed $5,000,000.00 which includes the total capacity for both combined awarded contracts. A guaranteed amount of $4,000 will be issued for each contract. The contract(s) will be awarded to the offeror(s) whose proposal conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the Contracting Officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance): 1) Technical Capability, 2) Past Performance, and 3) Price. All non-price factors are significantly more important than price. This procurement is a 100% set-aside for Small Business concerns. The NAICS code for this procurement is 332710, which has a size standard of 500 employees. Per FAR 52.219-14, the small business concern will be required to perform at least 50% of the cost of the contract, not including the cost of materials, with its own employees.
Solicitation documents will be available on or about 23 November 2022 and can be downloaded at https://beta.sam.gov/ or https://piee.eb.mil. Offeror shall submit one copy of the submitted package, in a searchable PDF format. All quotes MUST be submitted electronically in PIEE.gov. IMPORTANT NOTICE: Effective September 26, 2018 and in accordance with FAR Clause 52.204-7, “an Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” Interested bidders are highly encouraged to check their registration status and plan accordingly prior to submitting a bid.
