PRE-SOLICITATION NOTICE
SOLICITATION: W912DR21B0022
F-16 Flight Simulator Facility at Joint Base Andrews, MD
This proposed procurement is a Competitive Invitation for Bid (IFB); NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $39,500,000.00. Competitive 8(a) requirement.
Project Description: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for Construction of an F-16 Flight Simulator Facility at Joint Base Andrews, MD. The proposed project will be a competitive, firm-fixed-price, contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB).
SCOPE: This project is to Construct a 13,000 s.f. 4-Ship F-16 MTC facility utilizing conventional design and construction methods to accommodate the mission of the facility. The new facility shall be designed to support a new 4-ship F-16 MTC simulator capable of housing 4 simulator bays, training rooms, administrative support areas, storage, and restroom space. Each simulator bay must be large enough to accommodate an eight channel, 360-degree field of view display with sufficient space to facilitate installation, removal, operation, and servicing. The facility will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements: Raised flooring as required, high bay area for simulators, 30-Ton air conditioning, and Secure Compartmentalized Information Facility (SCIF) specifications and construction in accordance with ICD/ICS 705 is necessary for most of the facility.
The magnitude of construction is between $5,000,000 and $10,000,000. Construction duration is approximately 18 months from Notice to Proceed (NTP).
Additional information in accordance with the statement of work will be included in the IFB package.
This solicitation will be available on or about 01 August 2021, bids due on or about 01 September 2021. The solicitation will be provided in an electronic format, free of charge to all authenticated account holders of the SAM.gov system. Please note that all USACE acquisitions are considered sensitive, but unclassified documents.
Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code (236220) applicable to this acquisition must be in vendor’s SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.
