This is a requirement for Elevator Maintenance and a five year load test on four (4) elevators, including emergency service as needed, located at Lower Monumental Dam Project of the US Army Corps of Engineers, 5520 Devil Canyon Rd, Kahlotus, WA 99358-0010

SITE VISIT INSTRUCTIONS
An organized site visit has been scheduled at Lower Monumental Dam for:

*****IMPORTANT INFORMATION FOR SITE VISIT ATTENDEES*****
Due to COVID 19 Contractors must have their temperature taken at the Guard Station before entering the Project. Contractors must wear face coverings at all times while on the project and maintain social distancing in accordance with Army Regulations and CDC requirements.
Only 1 person from each company is allowed on-site for the site visit.
There will be only one site visit offered. Offeror’s planning to attend the site visit must e-mail Valerie.K.Reller@usace.army.mil or call (509) 527-7215 no later than 2:00 p.m. Monday, August 3, 2020.
Site visit attendees must provide the following information when calling:
(1) The name of the company being represented
(2) The name of the each person attending (Only 1 person per company)
Each individual attending the site visit shall have picture identification on his/her person while visiting the project site. There shall be no substitutions of one individual for another. If an individual arrives for the site visit without having called ahead of time and/or without picture identification, that indificual may not be allowed on the project.

Participants of the organized site visit must abide by the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-14, latest version) in accordance with Section 5, DRAFT
“Personal Protective and Safety Equipment.” It is the responsibility of the site visit participants to wear personal protective and safety equipment as required by this regualtion. Failure to comply will result in denial of access to site visit location.
ACCESS FOR FOREIGN NATIONALS: Foreign nationals must have received clearance prior to being granted access to the project site. Security clearance for foreign nationals to attend a site visit requires a minimum of 5 weeks. Please contact the Emergency Management Office at 509/527-7027 to request clearance.
Failure to comply could result in denial of access to site visit location.

ELEVATOR MAINTENANCE SERVICES AND INSPECTIONS
LOWER MONMENTAL LOCK AND DAM
SECTION 1 General Information
1.1 General: This is a non-personal services contract to provide full maintenance services, repairs, inspections and safety testing of all elevators at Lower Monumental Lock and Dam, Kahlotus, WA. The Contractor shall provide all personnel, equipment, supplies, tools, transportation, materials, supervision and other items to perform monthly routine maintenance services, emergency and non-routine services as needed.
1.2 Scope: The contractor shall inspect, maintain and repair four (4) elevators at Lower Monumental Lock and Dam to ensure maximum availability for safe use by Government personnel.
1.2.1. The Contractor shall provide preventative maintenance services, inspections and testing necessary to maintain elevators, equipment, appurtenances and accessories in a fully operational mode at all times except for prescheduled downtime. Services include but not limited to scheduled monthly maintenance, lubrication, adjustments, annual inspections and 5 year load tests as required by ASME A17.1 and A17.2, and necessary work performed relative to cleaning, lubrication, adjustments and calibration of the equipment where applicable to return each elevator to OEM specified rated speed, leveling and door operation condition.
1.2.2 This full maintenance contract signifies a qualified elevator service Contractor takes total service responsibility for the equipment identified in this contract. The monthly fixed price includes all regular inspections, maintenance, repairs and replacements. The contractor assumes all responsibility to keep the elevators operating safely and within the performance objectives of this PWS.
1.3 Period of Performance: The period of performance will be for one (1) Base year of 12 months and four (4) option years of 12 months at the discretion of the Government Contracting Officer (KO) giving written notice of renewal. The period of performance is below:

1.3.1 Federal Holidays: The Contractor shall not be permitted to work on these days unless an emergency exists.

1.3.2 Hours of Operations: Normal workdays and business hours for the Contractor will parallel those of the Government Project which are generally Monday through Thursday, 0630 to 1700 except Federal Holidays or when Government facility is closed due to Government-directed facility closings. This excludes work under emergency call outs. In case of emergency call out, the COR or the Project Shift Operator will make arrangements for the service call and time of arrival for the Contractor.
1.4 Contractor Personnel: The Contractor shall perform all work under this contract with his/her own forces except as provided in the section titled Subcontractors. Employees who perform this work shall be qualified persons on the contractor’s own payroll. All Contractor employees shall be at least 18 years of age and must be able to fluently read, write, speak and understand English.
1.4.1 The Contractor shall have and maintain a current license and permits required by local, state and federal requirements. Contractor employees must be skilled in and capable of performing work under this contract.
Contract employees and subcontractors must maintain a neat and clean appearance and must wear supplied Government badges marked with their picture, name and company’s name.
1.4.2 Subcontracting: No work may be subcontracted without written approval of the Contracting Officer (KO).
Compliance with the provisions of this contract by subcontractors shall be the responsibility of the Contractor.
1.5 Quality Control / Quality Assurance:
1.5.1 Quality Control: The Contractor shall develop and maintain an effective Quality Control Plan to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which ensures the work complies with the requirement of the contract.
1.5.2 Quality Control Report: At a minimum, the Contractor shall submit a Maintenance Report for each day of work that is performed. Maintenance Reports shall be provided to the COR or designee within two business days of performance. The report will include, but is not limited to the following information:
• Compliance with the maintenance/repair schedule
• Reasons for non-compliance with the maintenance schedule
• All maintenance/repair work performed
• Parts repaired or replaced
• Safety problems identified
• Corrective actions taken to correct safety problems
• Elevator repairs required that are outside the scope of this contract
1.5.3 Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance and the minimum acceptable defect rate(s).
1.6 Assessment Site Visit: Within 15 calendar days of contract award, the Contractor shall schedule a site visit at Lower Monumental Project to verify site conditions. During the site visit, the Contractor should look for deficiencies and non-compliances to be noted and submitted as a maintenance report at the pre-work meeting.
1.6.1 Pre-work Submittals: The Contractor shall complete and submit the following items to the COR within seven (7) days prior to the Post Award meeting:
Certificate(s) of Insurance.
Certificates showing the current State of Washington Elevator Journeyman License, inspection and maintenance of elevators Certificates for safety training The qualifications of the Contractor’s crew supervisor.
The name, address and telephone number(s) (not to exceed three) where Contractor’s supervisor can be reached.
Contact list for emergency service, including after hour contact information.
A list of all employees that will be working on this contract and their vehicle identification.
Detailed Quality Control Plan and Inspection Checklist.
In draft form, a Maintenance and Inspection Schedule including any suggested modifications which may be in the interest of practicality, efficiency, economy or effective use of time, including any deficiencies, or items not up to code with elevators inspection schedule.
List of any non-US citizens.
1.6.2 Post Award Meeting: After all pre-work submittals have been reviewed and approved by the government a pre-work meeting date and time will be established. The pre-work meeting will be scheduled no later than 15 (fifteen) business days after contract award. At this meeting, the COR will establish lines of authority and Government procedures for contractual administrative and work issues. The schedule of required submittals and reports will also be discussed. The Contractor shall submit the deficiency and noncompliance report obtained from the Assessment Site Visit at the pre-work meeting. The Contractor will be responsible for all maintenance, replacement of parts, etc. unless noted in the deficiency report. The Government will furnish the Contractor a letter of record documenting pre-work conference discussions within one week following the meeting.
1.6.3 Advance Notice of Service: Elevator maintenance shall be scheduled to minimize interference with Plant maintenance and operation activities. Except for Emergency Call-back Services, Project plant maintenance and operations will take precedence over elevator maintenance. The Contractor shall notify the COR or Control Room not less than four working days prior to arrival for routine maintenance and repair. Prior notification is not required for Emergency Call-out service; however, the Contractor employee(s) must be pre-authorized under this contract’s Project Security requirements.
1.6.4 Maintenance Control Plan (MCP): The Contractor shall develop an annual written Maintenance Control Plan for each elevator and submit to the Government at or before the Post-award Conference. A separate schedule shall be prepared for each non-identical elevator. All schedules shall describe periodic maintenance procedures and required inspections, and shall specify the frequency of performance and appropriate intervals for specific maintenance items. A maintenance schedule shall be posted in each elevator room.
Posted schedules shall become the property of the Government and shall not be removed from elevator rooms upon completion of the contract. Schedules shall be kept current and changes coordinated with the COR. Routine maintenance work required by this contract shall be performed on a regularly scheduled basis but not less frequently than once each 30 days.
SECTION 2 DEFINITIONS
Acceptable Quality Level (AQL): A predetermined value selected and used by the Government Quality
Assurance inspector to distinguish between satisfactory and unsatisfactory performance.
Allowable Reject Level (ARL): The allowable margin of error observed under statistically sound quality assurance surveillance.
Contracting Officer (KO): An employee of the Government with the authority to enter into, administer and/or terminate Government contracts and make related determinations and findings on behalf of the Government. Only a KO is authorized to legally obligate the Government and to make any changes to this contract.
Contracting Officer’s Representative (COR): An employee of the Government who is appointed by the KO to administer a contract after award. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is not authorized to change or to waive any terms of the contract.
Contractor: Refers to the prime Contractor and all contractor employees or personnel. The prime Contractor shall be responsible for ensuring all subcontractors comply with the provisions of this contract.
Deductible Percentage: The percentage obtained when the price for providing a specific requirement for a billing cycle is diminished because the Observed Acceptance Rate (OAR) is below the Acceptable Quality Level (AQL).
Observed Acceptance Rate (OAR): The observed rate of acceptable performance based on sound quality assurance surveillance.
Performance Requirements: The point that divides acceptable and unacceptable performance of a task according to the Performance Requirement Summary (PRS). It is the number of defects or maximum percentage of defects that is acceptable.
Quality Assurance: The Government’s procedures to verify that the Contractor’s Quality Control Plan is effective in ensuring the services being performed by the Contractor meet the contract requirements.
Quality Assurance Surveillance Plan (QASP): A written document specifying the surveillance methodology to be used by the Government for surveillance of Contractor’s performance. The QASP is a “living” document and may be changed through the life of the contract as needed.
Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service conforms to contract requirements.
SECTION 3 GOVERNMENT FURNISHED ITEMS AND SERVICES
3.1 Utilities: The Government will provide electricity outlets, water, restroom facilities and phone use where available that may be required in the performance of the contract. Note that phone use is only available to call Contractor’s main office or Tech Support. Utilities will be provided “as is”. All extension cords, adapters and other necessary items will be Contractor’s responsibility.
3.2 Drawings: The Government will provide schematic and structural drawings, if available, for the Contractor’s use. All drawings shall be retained in each elevator mechanical room. Contractor must note any changes to the drawings and submit to the COR to ensure drawings get updated.
SECTION 4 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES
4.1 General: The Contractor shall furnish all labor, supplies, materials and tools necessary to perform preventive maintenance, inspections, cleanings, Lubrication and adjustments on a monthly basis. Contractor must provide all training to his/her employees required by applicable safety, health or licensing requirements.
4.2 Materials:
4.2.1 Parts and Materials: The Contractor shall be responsible to furnish the following parts and supplies: all replaceable type contacts, contact insulators, contact springs, copper braids, all oils, greases and cleaning materials. Contractor parts and supplies may be stored at a location designated by the Government however, most spare parts will be carried in Contractor service vehicle.
4.2.2 Component Replacement: In performing the work under this Contract the contractor shall provide only parts recommended by the manufacturer of the equipment for replacement or repair. Contractor will use only those lubricants of a standard or grade recommended by the manufacturer of the equipment.
4.2.3 Warranty of Materials and Services: All materials provided and services performed under this contract shall be free from defects and conform to ASME A17.1. The Contractor shall be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract. The KO or COR will give written notice of any defect or nonconformance within 120 days from the date of acceptance by the Government.
SECTION 5 SPECIFIC TASKS
5.1 Description of Services
5.1.2 Elevator Maintenance: The Contractor shall perform all elevator maintenance services for elevators listed in 5.1.9, unless noted and accepted in the deficiency report or the Quality Control Reports (1.5.2).
Work required by this contract shall be performed on a regularly scheduled basis but not less than once every 30 days.
5.1.3 Routine Maintenance: Routine maintenance occurs on a monthly basis. Includes cleaning, maintenance, repair, parts replacement, servicing, adjustments, calibrations and inspections as listed by the ASME A17.1, and ASME A17.2. Routine Maintenance will include Miscellaneous Maintenance as stated in paragraph
5.1.8 below. The 40 CFR 112 SPCC Regulations require that active oil leaks be repaired on oil filled operating equipment. When the contractor identifies a hydraulic oil leak in the system, the leak must be repaired in a reasonable amount of time. Except for emergency callback service, all work shall be scheduled at least four workdays in advance with the COR.
5.1.4 Non-Routine Services: Not included in routine maintenance are hoist enclosures, total replacement of hoist way control cables, door panels, car enclosures, frames, sills, car lighting lamps, hoist ropes, counterweights, and complete replacement of motor assemblies unless damaged as a result of Government, Contractor, or other third party negligence. While work or replacement of these specific items is not included in the contract, the Contractor shall note and report to the COR any required repairs and/or replacements necessary along with a detailed report. The Government reserves the right to obtain repair services for the excluded equipment appurtenances and accessories from other sources. Non-routine work requires a price proposal and approval from the Contracting Officer prior to the work starting.
5.1.5 Interruption of Service: Elevator maintenance shall be scheduled and coordinated with the COR to minimize disruption to project activities. Unless there is an emergency situation or an impending safety hazard for an elevator (the elevator is out of service, stuck, or experiencing a dangerous or potentially dangerous malfunction) all project activities will take precedence over elevator maintenance.
5.1.6 Emergency Call-Out Service: Only used if an employee is trapped in the elevator. In instances where emergency call-out is needed, the contractor shall provide emergency call-out service 24 (twenty-four) hours a day, 7 (seven) days per week when requested by the COR or the shift operator on duty. If the COR or shift operator receives a pre-recorded phone message, the Contractor will have one hour to respond back with a phone call. Contractor’s mechanic is required to be on-site to commence work within a maximum of 4 hours after a call for emergency services is made. If the Contractor does not arrive within 4 (four) hours, the Government reserves the right to call an alternate contractor to provide necessary services.
5.1.7 Annual Inspections: Contractor shall comply with all applicable elevator maintenance and service inspections required by State and Federal rules and regulations. Contractor will maintain adequate records of this compliance. The Government reserves the right to have a third party inspect the elevators. All licenses and monthly, annual, and five-year inspections shall conform to ASME A17.1, and ASME A17.2.
The five-year load test will be conducted during the base year. A report of the inspection results and tests must be submitted to the COR. Contractor will notify COR of scheduled inspections 10 days prior.
5.1.8 Miscellaneous Maintenance:
(1) Replace burned out lamps in dispatch panel, car and hall push buttons, position indicators, emergency lighting, hoist way lighting as required.
(2) Clean elevator pits and machine room floors
(3) Clean car grille and stile channels
(4) Keep the exterior of the machinery clean and presentable at all times.

5.1.10 Maintenance Records: The Contractor shall provide and maintain written Maintenance Records for each elevator indicating when and what routine maintenance and non-routine repairs were performed for each service call. Each service call will contain the day service was performed, the time technician arrived and departed for the project and any parts that are needed for repair. The log will be signed by the technician performing the service. Separate Maintenance Records shall be maintained continuously in each elevator’s machine room for record/reference and shall become the property of the Government.
5.1.11 Excluded Services: The following are not covered in the full maintenance service arrangement and are considered over and above services:
- Alterations (a.k.a., modernizations) are not covered in the full maintenance service arrangement.
- Acts by parties other than the Contractor of vandalism, abuse, negligence, damage resulting from rescue and recovery operations, acts of God (including damage resulting from emergency power generator power spikes and low quality) are not included in the contract.
- Not included in routine maintenance are hoist enclosures, total replacement of hoist way control cables, door panels, car enclosures, frames, sills, hoist ropes, and complete replacement of motor assemblies unless damaged as a result of Contractor negligence.
- Additional items excluded in the full maintenance coverage are cosmetic, construction, ancillary components of the elevator system, including the finishing, repairing, or replacement of the cab enclosure, ceiling frames, hoist way door panels, door frames, sills, car flooring, floor covering, main line power switches, main power breaker(s), hydraulic elevator jack outer housing, buried piping, smoke and fire sensors, fire service reports, main communication feeders to controller, security systems, batteries for emergency lighting and lowering that are not solely dedicated to the elevator, air conditioners, and heaters.
- Routine cleaning and refinishing of the interior of cars and the exterior of the hoist way doors and frames is not included in the basic full maintenance service.
- In the event that the Contractor encounters an item of work included above, the Contractor will report the situation to the COR. The report will include the work location, a detailed scope of the required work, justification for Contractor determination that the work was not included in the contract and an itemized cost estimate (including time to repair, all required parts, and a breakdown of labor hours). NOTE: Any part, component, or assembly unavailable from the manufacturer due to obsolescence remains the Contractor’s responsibility to obtain an engineered equivalent product from a commercial source.
SECTION 6 SECURITY, SAFETY & ENVIRONMENTAL REQUIREMENTS
6.1 Security Requirements
6.1.1 Physical Security: The contractor shall be responsible for safeguarding all Government facilities, property and materials provided for contractor use. The contractor shall secure all doors and access points at all times while on installation. Specific security conditions may change based on threats to National defense and based on the risk of specific facilities to these threats. The contractor shall abide by these changing conditions at all times.
6.1.2 Key Control: Keys for elevator work access will be provided by the Government. All keys issued by the project shift operator shall be signed for by the Contractor or his/her employee upon each visit. The Contractor or his/her employee shall return the keys at the end of the day or upon completion of the maintenance, whichever is first. No keys issued to the Contractor or his/her employees by the Government shall be duplicated. If keys are lost, stolen or duplicated by the Contractor or his/her employees the direct cost to replace or re-key any or all locks for reasons of security will be charged to the Contractor. The Contractor or his/her employees shall report the occurrence of a lost key immediately to the COR or shift operator. Use of keys by any person other than the Contractor or employees is prohibited and from opening any unauthorized areas.
6.1.3 Anti-Terrorism (AT) Level 1 Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. 6.1.4 Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable facility access and local security policies and procedures
(provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
6.1.5 Suspicious Activity Reporting Training (e.g. IWATCH, CorpsWatch or See Something, Say Something):
The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

6.1.6 Operations Security (OPSEC) Training: All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. 6.1.7 Escort Requirements: All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
6.1.8 Pre-screen using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
6.2 SAFETY REQUIREMENTS
6.2.1 Safety: The Contractor shall comply with all applicable Occupational Safety and Health Act (OSHA) Standards as well as the Corps of Engineers’ Safety and Health Requirements Manual EM 385-1-1. The contractor must apply risk management strategies to ensure personnel safety. A copy can be downloaded at the following links:

6.2.2 Incident/Accident Reporting: An accident constitutes and incident or act involving the Contractor which may or may not have caused obvious damage to persons or property. This includes injuries to Contractor employees, members of the public, or damage to Government or personal property. The Contractor shall notify the COR by telephone within 30 minutes of any incident or accident followed by a written report.
The report shall include, but not be limited to location, nature of the injury or accident, injured personnel by name, conditions/circumstances surrounding the incident, authorities notified, actions taken and any pertinent information. The report shall be accompanied by sketches, graphs, drawings, and photographs as needed and forwarded to the COR within one (1) working day following the incident/accident. In instances where emergency responders are required, contact the control room operator.
6.2.3 Accident Prevention Plan (AAP): In accordance with EM 385-1-1 paragraph 01.A.12, the Contractor shall prepare and provide a copy of their Accident Prevention Plan / Safety Plan for review and acceptance by the Government. Contractor will include a specific COVID-19 monitoring plan which addresses at a minimum the following elements: Procedures for periodic sanitation inspections, Procedures for disinfecting project site to include high traffic areas IAW CDC guidelines, Site specific measures to practice social distancing while working on project and Employee training on the signs, symptoms, and protection measures IAW CDC guidelines.
6.2.3 Activity Hazard Analysis (AHA): An Activity Hazard Analysis is required to be filled out for all anticipated activities at the dam in accordance with the Safety and Health Requirements Manual (EM 385-1-1). The AHA is to list specific tasks, risks of each task and to mitigate risks of each task. The AHA is to be delivered to the COR a minimum of 7 days prior to the pre-work conference and prior to onsite work.
6.2.4 Lockout/Tag-out (LOTO) - Safe Clearance or Hazardous Energy Control Program (HECP):
All Contractor work performed onsite shall meet the requirements of NWWP 385-1-20, “Safety and Occupational Health Office – Safe Clearance Program for the Control of hazardous Energy”. A digital copy can be found online at http://www.nww.usace.army.mil/Portals/28/docs/contracting/OP385120.pdf. Safe Clearance procedures are used by project and Contractor personnel to protect personnel, equipment and the environment as well as ensuring continuity of service. Any work performed by the Contractor that requires taking project equipment out of service shall be done only after a formal clearance is obtained through the government. Violations will be reported to the Issuing Authority and may result in disciplinary action ranging from retraining to removal of safe clearance authorization.
For jobs with multiple tasks that require AHAs, the Contractor shall prepare and submit an Activity Hazard Analysis on the first feature of work that requires a clearance request. A comprehensive AHA is required for smaller jobs. The following applies to Lockout/Tag-out and HECP procedures:
a. The Government will provide Safe Clearance Tags and will issue Isolation Locks to Contractors for clearances using the Government Safe Clearance Procedures. The contractor shall provide their own personal safety locks, meeting OSHA standards, for use with the government's safe clearance procedures.
b. Government HEC procedures shall be used on equipment/systems owned by the Government. It shall also be used on all points interfacing with Government owned equipment/systems. In instances where equipment is owned by the Contractor, not yet turned over to the Government, or Equipment which is not tied into Government energy sources, the Contractor may use their own Lockout/Tag-out Program.
Contractor Programs shall be pre-approved by the Contracting Officer.
c. The names of Authorized Individuals shall be submitted to the Contracting Officer prior to the Post-Award Meeting. Project-specific training will be given by the Operations Chief or designee and will be no more than 30 minutes in length. Project-specific training will be provided only to the Contractor's Authorized Individuals. The Authorized Individuals shall be required to brief their work crews and subcontractors of any project-specific clearance information. Training is only required once per year and is, with the exception of project-specific training, valid for every facility within the Walla Walla District
6.2.5 Safe Clearance Training: Each individual Contractor, subcontractor and employee shall take the appropriate level of HECP training commensurate with their job duties. Contractors shall have at a minimum, two individuals per shift trained as Authorized Individuals. All contractor personnel working in areas under a Safe Clearance shall be trained as Affected Persons. Any non-working personnel, vendors and visitors that will be entering an area under Safe Clearance shall take awareness level training. Individual training and written tests for the modules below shall be completed on-line. Time estimates for training follow:
a. Awareness Level Training: Approximately 15 minutes (vendors and visitors).
b. Affected Persons: Approximately 30 minutes in addition to Awareness Level training.
c. Authorized Individuals: Approximately 1 hour in addition to Awareness Level training and Affected Personnel Training.
All costs for this training shall be considered incidental to the work, and therefore, no additional payment will be made. Training is an annual requirement and will expire one year from completion date.
Training is provided by Vivid Learning Systems and is available on line at http://Hecp.vividlms.com. Cost for the training is displayed on the home page. Submit the training completion certification(s) to the COR a minimum of seven days prior to the individual's arrival at site.
6.3 ENVIRONMENTAL REQUIREMENTS
6.3.1 Conservation: The Contractor must ensure employees practice utility conservation. The Contractor is responsible for operating under conditions that prevent the waste of utilities to include turning off lights when not necessary for work and turning off water faucets and valves when not in use.
6.3.2 Environmental:
The Contractor must establish systems and controls to minimize the use of hazardous materials, generation of hazardous waste and recycling of materials. The Contractor must comply with local, state and federal guidelines concerning hazardous waste and material to include storage and disposal. The Contractor shall furnish the Government with copies of all Safety Data Sheets (SDS) prior to using or storing such chemicals in Government facility. Prior to bringing any hazardous materials on site, it must be cleared through site Environmental Compliance Coordinator.
