About this file
This is a Statement of Work (SOW) for a Cutter Head Suction Dredge project at Harlan County Lake in Nebraska. The U.S. Army Corps of Engineers seeks a contractor to design, manufacture, deliver, and provide documentation for one cutter head suction dredge. The project aims to address ongoing sedimentation issues at the lake, which has experienced significant drought and flooding cycles since its creation in 1952. The dredge will help manage lake access, flood risk, and recreational operations.
Key requirements include delivering a dredge with specific performance characteristics, such as dredging depth, pump capacity, and cutter head torque. The government will evaluate proposals based on design, delivery lead time (365 calendar days maximum), and price. Optional items include spare parts, replacement blades, and additional discharge pipes. The launch site is located at Gremlin Cove in Republican City, Nebraska. Contractors must comply with USACE safety regulations, submit detailed personnel information, and coordinate logistics and working hours with the project manager. The primary point of contact is Joe Haller, and the project's Operations Program Manager is Tom Zikmund.

CENWK-ODT-M 07 October 2025
MEMORANDUM FOR CENWK-CT
SUBJECT: Harlan County Cutter Head Suction Dredge
1.0 Project Scope
1.1 Background
Harlan County Dam construction was completed in 1952, with multi-purpose operation beginning in October 1956. The Dam and Reservoir are located entirely in Harlan County, NE. The Dam is a constructed earth-fill embankment and measures ~11,830 feet in length at a height of ~107 feet. Harlan County Lake is approximately 31,000 acres of water (~13,500 ac) and land (~23,100 ac). Drought and flooding conditions frequent the Republican River Valley and the water in Harlan County Lake plays a critical role in flood control and irrigation to the valley.
Upon the arrival of the Dredge Reany in September of 1978, crews began working to dredge open boater access channels. Dredging activities were conducted each year from 1978-1992 totaling 378,000 cubic yards of material. Since then, dredging operations have slowed, but have occurred in 1998, 2001-2008, and 2014-2015.
While other significant measures to manage sedimentation have occurred such as the creation of jetties around existing boat ramps and shoreline areas, mechanical excavation of sediment around boat ramps, and the creation of low water boat ramps, sedimentation is a maintenance issue and the need for Dredge Reany is still clear.
Since reaching the multipurpose elevation of 1946.00 msl in 1956, the reservoir has experienced several periods of drought. There have been 10 drought cycles where elevations were continuously below 1946.00 for more than 2 years. Four of those drought cycles have lasted five years or longer. The 2001-2008 and 2012-2019 drought cycles each lasted seven years and a record low pool of elevation 1925.43 was reached in January of 2005.
These drought cycles have been followed by years of above normal precipitation resulting in flooding and increased lake elevations. In July of 2019 the reservoir saw record high pool elevations of 1958.18 which inundated campgrounds, marinas, project roadways, and caused tremendous shoreline erosion.
These fluctuations and erosion issues have caused impacts to the flood risk management and recreation operations of the reservoir for many years. Outlet structures along the dam have multiple feet of sediment deposits immediately upstream, coves and shorelines have been damaged including numerous cultural resource sites and impacts to lake access have occurred as channels silt closed.
Harlan County is in possession of significant support elements for Dredge Reany. These include 5,400 feet of floating and ground pipe, a 16’x20’ work raft designed specifically to help dredge operations, dredge tender boats, portable fuel tanks, and specialized dredge tools. Containment cells in Gremlin, Patterson, Hunter, and Methodist Coves have also been created and maintained for use for future dredging efforts.
1.2 Dredge Requirements
The following dredge features and performance characteristics will be developed:

a. Complete Sets of Replacement Cutterhead Blades
b. Dredge Tool Package
3) Equipment Spare Parts (OPTION)
a. Cutter Drive Motor
b. Swing Anchor
c. Battery Charger
4) Discharge Pipe (OPTION)
a. 40' Section
5) Discharge Pipe Floats (OPTION)
a. Per 40’ Section of Pipe
The Contractor (KTR) is to provide all specialized equipment deliver and launching of the dredge.
The Government will provide access to the cove for unloading and crane setup. Prior to arriving on-site to begin work, a teleconference shall be held to verify that all tools, components, and USACE personnel necessary for contract work are available.
1.3 Evaluation Criteria
The Contractor shall design, manufacture, deliver, and provide all necessary documentation for one (1) cutter head suction dredge meeting the technical, operational, and performance requirements described in the specifications. The Government will evaluate proposals as best value based on design, delivery lead time, and price as outlined in this Statement of Work and the solicitation’s evaluation criteria.
a) Design
The Contractor shall submit a complete dredge design package including general arrangement drawings, cutter head specifications, pump curve data, hull construction details, onboard systems layouts, and compliance certifications.
The design will be evaluated for:
Compliance with all dimensional, capacity, and performance requirements.
Operational performance, including dredging depth, pump capacity, cutter head torque, and overall production rate.
Durability and maintainability, including materials selection, corrosion protection, and ease of component replacement.
Integration of safety and regulatory features, including relevant classification society requirements.
b) Lead Time
The Contractor shall state the number of calendar days from contract award to delivery and commissioning of the dredge at Harlan County.
Lead time will be evaluated based on the ability to meet or exceed the required delivery schedule of 365 calendar days after award, including all trials, testing, and crew familiarization.
c) Price
The Contractor shall provide firm-fixed pricing for the complete dredge, associated systems, training, documentation, and delivery. Pricing will be evaluated for reasonableness and overall best value to the Government.
The Government will evaluate proposals based on the factors of design, lead time, and price. The evaluation will consider the degree to which the proposed dredge design meets or exceeds the stated technical requirements, the proposed delivery schedule, and the total evaluated price.
