5.1.1.1.4. Riding lawn mowers will not be used in the area indicated in red on the attached admin mowing maps, to avoid damage to the irrigation system located in the front lawn. Walk-behind commercial type finish mowers with a minimum 36” cutting deck will be used in this area instead. Contractor shall mow the lawn areas on a diagonal bias, alternating directions with each mowing.

5.1.1.1.5. Mechanical edging shall be performed along all hard sidewalks, concrete slabs and curbs at the Kit Bond Information Center Area with a walk behind, steel blade, mechanical edger, to achieve an approximate 0.5-inch gap between the hard surface and mowed area. Mechanical edging shall be performed during the first mowing on the season and every other mowing thereafter.

5.1.1.1.6. A major defect in this element would be evidence of failure to cut to a uniform height, windrows or piled clippings, uncut vegetation, rutting, scalping, or edging not being properly performed in one or more locations within the mowing area. (Critical Element)

5.1.1.2. Dike, Backslope and Outlet Channel: Critical Element

5.1.1.2.1. Dike backslope and outlet channel areas shall be maintained to a uniform height between 4 to 6 inches, free of windrows or piled clippings, uncut vegetation, rutting, or scalping, skips or gaps.

5.1.1.2.2. It is critical that mowing operations do not create rutting on slopes of the dike and backslope. Mowing routes shall be alternated each mowing so as not to follow the tracks of the previous mowing.

5.1.1.2.3. A major defect in this element would be evidence of failure to cut or scalping in one or more locations on the dike or backslope totaling 1 acre in size or greater. (Critical Element)

5.1.1.3. Park Mowing: Critical Element

5.1.1.3.1. Park area mowing includes the following areas: Hawker Point, Lower Warehouse Area, Old Mill Ballfields Only, Old Mill Full Area (Includes Ballfields), Orleans Trail North, Orleans Trail South, Stockton Park. Park mowing also includes mowing of roadways, lagoon areas within parks and highway sign mowing. These special areas are detailed in the sections below. Mowing all the areas listed above constitutes one complete round of park mowing.

5.1.1.3.2. Old Mill Ballfield only mowing’s are a separate CLIN from park mowing’s and may be used in between park mowing’s or at any other time as ordered by the COR in order to maintain the Old Mill Ballfields during the baseball/softball season.

5.1.1.3.3. Areas shall be completely mowed to a uniform height between 3 to

4 inches, free of windrows or piled clippings, uncut vegetation, rutting, or scalping, skips or gaps. The mowing areas are delineated on the attached area maps, which includes many park areas that extend to lake water’s edge.

5.1.1.3.4. All asphalt, concrete or graveled parking areas on Government property shall be maintained on edges by mowing a minimum 10’ (+/- 1’) from all perimeter outer edges of paved or gravel parking surfaces or to established tree line, whichever is the closer distance of the two. In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps.

5.1.1.3.5. Mowing around occupied facilities such as campsites shall be accomplished with caution and at a safe distance. It may be necessary to postpone mowing in an occupied area until it can be completed safely and without endangering people. Mowing such areas later will be considered a part of the mowing cycle and no separate payment will be made.

5.1.1.3.6. A major defect in this element would be evidence of failure to cut or scalping in one or more locations within a mowing area totaling 1 acre in size or greater. (Critical Element)

5.1.1.3.7. Roadway Mowing: Non-Critical Element

5.1.1.3.8. Roads are indicated by bright green lines on mowing maps. T h e

5.1.1.3.10. If the common tree line is less than 10 feet from the road edge, Contractor shall mow up to the tree line. Steep road ditches (45 degrees or more) less than 10 feet from the edge of the road shall mowed/trimmed to the bottom of the ditch.

5.1.1.3.11. In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps.

5.1.1.3.12. Contractor shall not be required to mow any woody vegetation within the ditch that is over one-half inch in diameter.

5.1.1.3.13. Areas along roadways can rough, steep and rocky. Historically mowing these areas with a batwing style finish mower has been successful.

5.1.1.3.14. A major defect in this element would be evidence of failure to cut to a uniform height, failure to mow the specified distance from the road edge outward, windrows or piled clippings, uncut vegetation, rutting, or scalping in one or more locations totaling 100 linear feet in length along a roadway within a mowing area. (Critical Element)

5.1.1.3.15. Sewage Lagoons/Lift Stations: Critical Element

5.1.1.3.16. Areas surrounding lagoons/lift stations shall be mowed a minimum of two mower passes (approximately 10 feet +/- 1’) on the outside of the lagoon fence and mowed completely between the lagoon fence and the entrance roadway.

5.1.1.3.17. Areas within lagoon fences shall be mowed and trimmed completely. All vegetation shall be trimmed to the water’s edge each time these areas area mowed. This may require cutting and trimming of vegetation by hand, as the slopes to the water’s edge can be steep.

5.1.1.3.18. Vegetation falling into the water during mowing and trimming operations, as well as any previously existing vegetation (floating up to 5 feet from water’s edge), shall be removed by raking, and shall be disposed of as directed by the Contracting Officer’s Representative.

5.1.3. Trimming: Non-Critical Element

5.1.3.1. Trimming shall be performed during each mowing cycle within all mowing areas.

5.1.3.2. This includes trimming around all trees, culverts, guardrails including vegetation within 3 feet of the backside of the guardrail, up against rock in rip rap areas, along sidewalks, structures/buildings, boulders, lantern hangers, fire rings, electrical pedestals, sign posts, steep ditch lines, fence posts, along with trimming any other items within the mowing areas shown on the furnished park maps. Replacement of damaged vegetation shall be the Contractor’s responsibility and at no extra cost to the Government.

5.1.3.4. In areas that are too wet, too steep or inaccessible to mow with zero turn mowers or other mowers, hand trimming shall be required.

In the event that extremely large debris be encountered during mowing operations, (limbs over 10 ft. in length and over 4” in diameter) the Contractor must notify the COR prior to the next mowing cycle so the

Government can schedule this debris for removal and that the continuous avoidance of this un-mowed section can be alleviated.

5.1.4.3. At no time will it be acceptable for the Contractor or Contractor’s employees to mow over trash located within a mowing area or leave areas where branches or limbs were lying on the ground left un-mowed.

Administrative areas shall be mowed within a one-day time period, on the same day of the week each week when ordered.

The Dike, Backslope and Warehouse Channel areas shall be mowed within a maximum two consecutive day time period when ordered.
