C.1 GENERAL INFORMATION
C.1.1 The U.S. Army Corps of Engineers is charged with the maintenance, development, and protection of wildlife habitat at Harry S. Truman Project. One of the techniques used to achieve these goals is the establishment of annual food plots to provide reliable winter food supplies for wildlife. The purpose of this solicitation is to obtain services to establish these food plots in critical habitat areas around the lake.
C.1.2 Scope of Work: The services to be furnished under this procurement shall consist of a post-award conference, reports, meetings, daily worksheets, etc., and furnishing of all labor, equipment, supplies, transportation, security and supervision, as necessary to satisfactorily accomplish the establishment of grain food plots at the locations and time periods specified in Tables 1 through 6 according to the attached performance work statement (PWS) and elsewhere in the contract. The Contractor shall perform tasks listed in Section C-5. Acceptable performance standards and current regulations are provided for each task. The Contractor shall monitor performance and ensure compliance in accordance with the terms and conditions.
FY 2020 - Subject to service under the terms and conditions of this contract for the establishment of 8.15 acres of 8
ft. wheat strips; 6.15 acres of wheat food plots; and 35.01 acres of corn/milo/sunflower food plots. Wheat food plots shall be planted in the fall during same time schedule as the fire line wheat strips.

ft. wheat strips; 12.95 acres of wheat food plots; and 28.21 acres of corn/milo/sunflower food plots. Wheat food plots shall be planted in the fall during same time schedule as the fire line wheat strips.
*NOTE: All acreages are estimated. The Contractor shall be responsible for determining exact acreages and all conditions affecting this work.
C.1.3 A location and vicinity map showing the locations of the proposed work is included with this solicitation.
Aerial photos may be viewed at the Truman Project Office.
C.1.4 After award, and before commencement of the work, the Contractor shall meet with the Contracting Officer's Representative (COR) to discuss the requirements of this contract and to develop a mutual understanding related to the details of the work.
C.1.5 DATES OF PERFORMANCE
C.1.5.1 Period of Contract: Services shall become effective (start) on date of award and shall continue until the Contractor has planted the required acreage. All planting shall be completed within the specified planting dates identified in Table 1 below. In no case shall the Contractor perform work under the terms of this contract after 20 September 2020 and 20 September of each following year.
C.1.5.2 All work shall be accomplished within the timeframes specified above. Services rendered outside the time periods specified will not be compensated unless specifically approved, in writing, by the Contracting Officer or his/her authorized representative.

In no case will the Contractor be paid for work not performed as a result of these factors. The Contractor shall promptly notify the Contracting Officer should areas of their responsibility become inaccessible or impacted in any way.
C.1.10.1 Flooding: In the event that all or portions of designated food plot locations are covered by flood waters or by flood debris and cannot be planted, efforts will be made by the COR to identify a similar acreage in a nearby location. The Contractor shall plant this substitute acreage, subject to the same terms and conditions as the original location. If another site location is not a viable solution due to the impacts of the flood, then an equitable adjustment will be negotiated for the balance of the acres not planted.

At the discretion of the COR, this date may be extended to 1 July if weather and field conditions permit.
C.1.10.3 Drought: In the event severe drought conditions occur that would seriously compromise seedling emergence or survival, planting operations may be postponed and/or suspended at the discretion of the COR. If drought conditions persist past 1 July and planting is suspended by the COR, an equitable adjustment will be negotiated for the balance of the acres not planted.
C.1.10.4 Access: Access to food plot and fireline areas shall be by public access roads and trails across Government property. It shall be the responsibility of the Contractor to secure written permission for access by any other route.

When the defects in services cannot be corrected by re-performance, the Government may (1) require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.
C.1.12.5 In the event that an area or work within an area is missed or is not performed satisfactorily, the Contractor shall return and re-service the area or affected work immediately upon receipt of such notice by the Contracting Officer, or his/her authorized representative. Any time government personnel are used because of Contractor's nonperformance, the cost levied against the Contractor will include all direct costs associated with the performance of the specified work. Such inefficiencies are determined on an hourly basis at the applicable wage rate. Government personnel will be used only when time is of the essence and the interests of the Government would not be served by securing a third party to perform the specified work.

52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (JUN 2016)
(a) Definitions. As used in this clause--
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public Web sites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
