STATEMENT

Performance Work Statement for

RATHBUN LAKE PROJECT

HERBICIDE CHEMICAL AND

APPLICATION

PART 1 GENERAL

1.1 SCOPE

The Contractor shall provide herbicide chemicals, application services, and all required supporting services per this contract at the Rathbun Lake Project, Iowa. The Contractor is required to purchase and apply herbicide in accordance with these contract documents for weed control at camping pads; at the rock and aggregate areas associated with the dam; at rock protected areas and aggregate surfaced areas within public use areas, trails, parking areas, and general areas;

miscellaneous spot and complete treatment areas as designated; at designated sewage lagoon cells; and in general, as identified with these contract documents. The Contractor shall be required to use only chemicals and equipment appropriate for the intended purpose in accordance with the manufacturer’s recommendations, in accordance with this contract, and as approved by the Government. The Contractor shall be aware and address the specifics of this contract, the various types of terrain, and the access limitations for the required coverage areas when selecting chemicals and equipment.

Period of Performance (POP): The contract’s base Period of Performance (POP) is from 1-Apr- 21 (or upon award whichever is later) through 31-Mar-22. In the event the Government exercises option period, the contract’s option POP is from 1-Apr-22 through 31-Mar-23 (Option Period 1); from 1-Apr-23 through 31-Mar-24 (Option Period 2).

1.2 DEFINITIONS

1.2.1 Contracting Officer’s Representative (COR): An individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions.

1.2.2 Quality Assurance Surveillance Plan (QASP): A document used by the Government for quality assurance surveillance. The document may contain sampling, evaluation guides, checklists, and the performance requirements summary (PRS).

1.2.3 Quality Control (QC): Contractor requirement and process to ensure the goods and services meet the contract requirements.

1.2.4 Quality Assurance (QA): Government process verifying the goods and services meet the contract requirements.

1.2.5 Acceptable Level of Performance: The metric required for the specified goods and services compliance with the contract.

1.2.6 Pre-emergence Herbicide: Pre-emergence herbicides are defined for application prior to weed seedlings emergence through the soil surface and for the purpose of eliminating the weeds prior to emergence.

1.2.7 Post-emergence Herbicide: Post-emergence herbicides are defined for application after the crop (at applicable locations) or weed seedlings have emerged through the soil surface.

1.2.8 Non-Selective Herbicide: Non-selective herbicides are defined for application to eliminate both broadleaf and grass weeds.

1.2.9 Burndown Herbicide: Burndown herbicide is a full spectrum herbicide that eliminates broadleaf and grass weeds and woody vegetation and in effect eliminating all growth within a coverage area.

1.2.10 Complete Coverage: Complete coverage is herbicide chemicals application over the entire defined coverage area regardless if there is plant or woody vegetation growth.

1.2.11 Spot Coverage: Spot coverage is herbicide chemical application to target plant and woody vegetation. This chemical application method is to provide limited treatment within a designated spray area so that chemicals are only applied where needed, limiting unnecessary chemical use and exposure. Spot spraying while using post-emergence herbicides only, requires spraying visual vegetation. Spot spraying while using pre-emergence herbicides shall require treating zones more prone to vegetative growth, even though no or minimal vegetation is visible.

Specifically, spot spraying pre-emergent chemicals while no vegetation is visible, does NOT relinquish the contractor from rectifying missed areas, especially if noxious weeds or woody vegetation is present.
