4. Barge Requirements. The barge shall be self-propelled or attached to a tugboat, be capable of spudding a minimum of 30-feet. Deck must have a 6” minimum diameter moon-pool to allow the drill string to be lowered through the deck to the seafloor. Onboard water pump, electrical generation, and crane capacity is required. In addition, barge must have adequate deck lighting to allow for safely working at night. The vessel shall be in compliance with established US Coast Guard guidelines and regulations. Vessel must be able to support a drilling rig weighing up to 20 tons along with additional supplies and tooling.

Some workdays may be extended due to reasons out of the Governments’ control such as weather delays, harbor delays or mechanical breakdowns.

6. Survey and Elevations. The Contractor shall provide HYPACK or equivalent capability to assist with navigation and locating of the borings, and canal/harbor floor depth. All horizontal locations shall be given in Illinois State Plane East based on North American Datum 1983 (NAD83). Any vertical elevation corrections will be referenced to Mean Lower Low Water.

7. Safety. Safety of all parties is a major concern. The drilling work is to have a no effect on navigation and must comply with all requests from the Coast Guard and the Harbor Captain.

The Contractor shall submit an Activity Hazard Analysis to the Savannah District Safety Officer for potential hazards associated in operating a barge vessel within the navigation channel in offshore environments. The USACE drilling agency, in turn, shall comply with guidance established in the Corps of Engineers Safety Manual, EM 385-1-1, dated 30 NOV 2014. All personnel shall be properly clothed and protected for working on the water. As a minimum, hard hat, steel toed safety boots, personal flotation devices, eyewear, and hearing protection will be utilized. Drinking water will be on hand to prevent dehydration. 8. Drilling Operations. The drilling agency shall perform 64 borings inside of the Indiana

Harbor and Canal. The barge provider shall be able to set up on 64 boring locations identified in Table 1 which the barge operator shall be required to position the vessel and stabilize the work platform prior to commencement of drilling. The work shall be conducted in such a manner that does not adversely impact navigation. For technical questions contact Max Simian 912-652-5669 or Steven Widincamp 912-652-5670.

9. Borings. Drilling shall be done at the coordinates provided in Table 1or on the maps shown, or as directed by the Government. All borings are to be advanced using a track mounted drill rig weighing 10,000 lbs. A photograph and information on the drilling rig is included as Attachment 2. POC for the drilling rig dimensions is Steve Widincamp; 912-652-5670, email;

steven.d.widincamp@usace.army.mil.

10. Inclement Weather. Inclement weather is defined as rough weather and water conditions that hamper or prevent safe drilling as determined by the lead driller and inspector, or vessel navigation as determined by the barge Captain. Inclement weather time, in increments of hours, shall be determined by the drilling agency’s inspector and barge Captain. If inclement weather threatens the safety of the vessel and all aboard, the barge Captain has the authority to declare cessation of drilling operations, raise the spuds, and conduct expedient movement to the nearest harbor shelter. Inability for the vessel to mobilize to boring locations due to any NOAA Tropical Weather Warnings will not be considered an extreme weather event and will not be paid as down time.

11. Captain’s Responsibility. The captain of the barge shall be responsible for the barge vessel and the safe transportation of personnel and equipment on it. He shall make determinations relevant to the efficient and safe navigation, operation, and docking of vessels. He shall cooperate with the driller in setting up on the proposed drilling location as directed by the driller or onboard geologist. He shall make determinations as to safety of his vessels during inclement weather and for setting up in the river, high water conditions, rough seas, or fast currents at the drill site. An initial kick-off meeting with the barge captain, USACE representatives, and local harbor pilots shall be required to identify boring locations which could potentially pose an issue for continued shipping navigation during setup or drilling and mitigate any potential conflicts prior to commencement of drilling operations.

12. Weekly Status Reports. During the work period of the task order a weekly progress teleconference shall be conducted. Participants shall include a person from the drilling agency, barge Captain (pending duties) and the on-board geologist. The call is to provide a brief oral overview of the activities for the previous week. This time may also be used to discuss potential problems and solutions related to contract performance or conditions that might affect performance.
