MEMORANDUM

Subj.: BRAND NAME JUSTIFICATION MEMORANDUM TO ACQUIRE ARINC CONNECTORS AND BACKSHELLS (PURCHASE REQUEST 1300929980)

Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order on a brand name specific basis to the lowest price offeror that can provide the brand specific connectors and back shells to be used in the Ship-to-shore Connector (SSC) System Integration Laboratory (SIL) efforts within the SIL for the Landing Craft Air Cushion (LCAC) SSC SIL Mockup development.

A description of the supplies or services required to meet the agency’s needs (including the estimatedvalue).

The contract effort is to acquire:

Description Part Number Qty.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All equipment will be delivered no later than eight (8) weeks after award of the order. The contract action will be funded with FY 2020 Shipbuilding and Conversion, Navy (SCN) funds.

Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1

These items will be used as part of the SSC SIL mockup in order house the single board computers (SBCs) and finalized the mockups. They will be used in the LCAC 100 SIL in Bldg. 319 for the SSC SIL Phase 1 mockup. As part of the SSC SIL efforts to establish a mockup environment that mimics the SSC configuration in the field to help with engineering and software development efforts. These ARINC connectors and backshells have been tested and proven to work in the L3 SIL environment who is currently supporting the software development efforts for Textron that is developing the SSC systems.

Selecting another product would be expensive as there would be significant recurring engineering and testing costs (functional and environmental) associated with the effort estimated at $150,000 adding additional twelve month lead time.

A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

A description of the market research conducted among schedule holders and theresults or a statement of the reason market research was not conducted.

This requirement will be synopsized via posting on the Contracting Opportunities on the betaSAM.gov website with FAR 5.2. No additional market research was conducted for the reasons specified in paragraph 4 above, the ARINC products are the only product that meets the requirement.

Any other facts supporting the justification:

None.

A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

Due to significant engineering costs described under paragraph 5 above, there are no actions that can currently be taken by the LCAC program to remove the barrier to competition.
