About this file
This document is Addendum 1 for Brevard County's Purchasing Services Department, related to the Demolition and Installation of Floating Docks and Decks at James G. Bourbeau Memorial Park (Bid B-6-25-54). The addendum provides clarifications to prospective bidders regarding project specifics, including the anticipated construction start date of October-November 2025, after the completion of the Leroy Wright dock manufacture. Key details include specifications for dock materials (2x8 No. 1 decking required), dock and gangway width constraints (4 feet wide), and confirmation of acceptable stainless steel hardware types (316, 18-8, or 304). The bid opening remains scheduled for July 11, 2025, at 10:00 AM, with an updated draft contract provided for informational purposes.
The addendum addresses several technical questions, including lumber pressure treatment (minimum .40 CCA treatment), water level data from NOAA's stream gauge, and site-specific constraints. While no dredging is planned for the project, the document provides guidance on dock and gangway design considerations. An example image demonstrates a similar dock configuration, showing how the gangway can be attached to create a smooth transition. The addendum emphasizes that all previous terms and conditions remain unchanged, and bidders are required to acknowledge receipt of this addendum with their bid submission.

ADDENDUM 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: What is the anticipated start date for construction?
Answer: We look for Leroy Wright to be the first replacement and would look to see Bourbeau to start after Leroy Wright completion. Per the dock manufacture we are probably looking at 2-3 months for fabrication I would look for Bourbeau to start about October-November. The Notice to proceed will take into account of fabrication time and use this as a base for a start date.
Question 2: On the drawing everything is specified besides what the frame material needs to be for the floating docks. Do they need to be timber framed, aluminum framed or steel framed floating docks?
Answer: Refer to Attachment A – Structural - James G. Bourbeau: Refer to Floating Dock and Gangway Notes
Question 3: There's a small conflict with the decking on both project plans. On your "fixed" dock section it calls for 2" X 6" decking but on your dock framing plan (Same page) it calls for 2" X 8". Can you clarify?
Answer: Response: 2x8 No. 1 decking required.
Question 4: We need these data to properly design the new gangway length and dock anchor pile sizes. Please provide the following elevation data
a. MHW
b. MHHW
c. MLW
d. MLLW
e. DESIGN STORM SURGE
f. FIXED DOCK TOP OF DECK
Answer: Please find the Specific Purpose Survey for this project (Attachment C – Survey).
Please review the nearest Stream Gauge Data at State Road 520 Cocoa from NOAA National Water Prediction Service. Link is provided below:
https://water.noaa.gov/gauges/COCF1 Current water level on June 27, 2025, is 8.99 ft. and the 100 Year Flood Elevation is
17.00 ft.
Question 5: The plans show a 4 ft wide floating dock with a 4’ wide x 20’ long gangway riding on the dock. Please advise.
Answer: Due to the existing site constraints, the docks and gangway need to remain at 4 feet wide. Please note that this width has been achieved is past projects. An example (from GatorDock) is shown where the gangway is attached to the dock making a smooth transition while also making the dock a little more secure.
Question 6: The water is currently 3" deep at the end of the floating docks and some are on the ground. Boats cannot be launched from this ramp. Shouldn't this area be dredged for River access?
Answer: There is not a dredge scheduled with this project.
Question 7: There is conflicting information between T-4 on sheet 1 and the details in the deck illustration. T-4 states all hardware used on the decks is to be 316, but the details show 304 on some materials. Could this be clarified?
Answer: 316, 18-8 or 304 stainless is acceptable.
Question 8: What pressure treatment should non framing lumber get?
Answer: All lumber shall have a minimum of .40 CCA treatment.
Question 9: Please clarify T-5. 0.40 of what treatment?
Answer: All treatment shall be CCA.
Please be aware that there is an updated draft version of the contract attached (Attachment D – Updated Draft Contract) for reference. This draft is being provided for informational purposes and remains subject to change prior to final execution.
Please note that the bid opening date and time remains Friday July 11,2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
