STATEMENT OF WORK

Evaluation of DAD_ETABS software for use in engineering practice

BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) has developed a novel procedure for the performance-based design of structural members (beams, columns, etc.) subjected to direction-dependent wind loads. The procedure incorporates EL’s Database-Assisted Design (DAD) approach into the widely used ETABS (Analysis and Design of Building Systems) software. ETABS is an engineering software product for multi-story building analysis and design. Incorporating DAD into ETABS resulted in a powerful software package enabling DAD’s unique safety and economy features to be part of general structural design practice, while also incorporating the desirable ETABS features required by the structural engineering community.

The DAD_ETABS software, designed for general use in structural engineering practice, needs to be evaluated from the points of view of confidence in its output, ease of use, and adaptability to a variety of types of high-rise structural systems subjected to wind loads.

PURPOSE

The purpose of this acquisition is to procure contractor support services to evaluate the structural design procedures using the DAD_ETABS software for its adaptability to, and practicality in, current engineering design practice in design of high-rise buildings for wind.

SCOPE OF WORK – General Task Requirements The Contractor shall provide all support for project oversight, administration and technical execution of this task order. The Contractor is responsible for maintaining accurate records of project activities. The Contractor shall complete the following tasks:

Task 1: Use the procedure for performing the structural design of high-rise buildings using the DAD_ETABS software. The Contractor shall perform detailed structural analyses and designs of a high-rise building for the following two cases:

1. The building has a steel structural system,

2. The building has a reinforced concrete shear wall structural system.

The buildings shall be designed for gravity and wind loads. The gravity loads and, for each of 36 wind directions, the wind pressures at multiple ports on the building facades and the samples of mean wind speeds at the top of the building, will be provided by the NIST Technical Point of Contact (TPOC) to the Contractor. The geometry of the buildings will also be specified by the TPOC. Performance limit states for strength, inter-story drift and floor accelerations will be specified as well. Elastic behavior shall be assumed throughout at structural analysis/design.

The Contractor shall perform designs based on the software packages DAD_ETABS, using the directional fluctuating aerodynamic data, and the directional wind velocity data at the building site as provided by the NIST TPOC. The DAD_ETABS software shall be used in conjunction with the latest version of ETABS. The Contractor shall test the design procedure for adaptability and practicality for average industry engineers based on those packages and data.

Task 2: Status Updates and Monthly Progress Reporting

The Contractor shall provide ad-hoc telephone or email status updates as requested by the NIST TPOC, to take place at a mutually agreeable time. The Contractor shall provide monthly progress reports, sent no later than the first of each month, to the TPOC that documents the following activities from the previous month: Activities accomplished, deliverables completed, outstanding deliverables, any delays, reasons for delays, and recommendations that were brought to the attention of the TPOC.

Task 3: Reporting of Results

The Contractor shall report to the NIST TPOC any possible barriers to DAD_ETABS use along with recommendations to help NIST remove such barriers.

CONTRACTOR RESPONSIBILITIES

The Contractor shall possess the latest, most up-to-date, current version of the ETABS software package. NIST developed the DAD_ETABS software and will provide it to the Contractor. The ETABS software is required to use the DAD_ETABS software. Evaluation results and deliverable requirements reported on shall be based on the DAD_ETABS software.

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI)

NIST will provide to the Contractor the DAD_ETABS software and information on (i) the geometry of buildings, (ii) the directional aerodynamic pressure datasets on the buildings, (iii) the performance limits on strength, inter-story drift and acceleration, and (iv) the wind climatological datasets. The information shall be emailed securely to the contractor. No personally identifiable information or proprietary data shall be included in the information.
