Attachment I – Specifications
I. BACKGROUND
The National Institute of Standards and Technology’s (NIST) Engineering Laboratory’s (EL) Materials and Structural Systems Division (MSSD) serves as the world-class resource for developing and promoting the use of science-based tools – measurements, data, models, protocols, and reference standards – to enhance both the global competitiveness of U.S. industry through innovations in building materials and construction technology; and the safety, security, and sustainability of the nation's buildings and physical infrastructure.
II. PURPOSE
The MSSD is in the process of assembling a steel reaction frame, which will enable the application of loading on structural components that are representative of those experienced during natural hazard events – such as earthquakes. To complete this setup, the steel reaction frame requires heavy hex head high strength structural bolts, countersunk head high strength structural bolts, and associated nuts and washers.
III. REQUIREMENTS
The contractor shall provide the quantity of products identified in Table 1 below that meets or exceeds the specifications provided, therein considered as the Minimum Technical Specifications. All items must be new. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation, when applicable.
Specifically, the Contractor shall provide a Firm-Fixed-Price Quotation for the following CLINS meeting, or exceeding, the following minimum technical specifications:

Type 1
1 UNC = Unified National Coarse thread series (i.e., 8 UNC equals thread pitch of 8 threads per inch).
2 the dimensions, materials, and manufacture shall adhere to the requirements specified in ASTM F3125/3125M-19e2, ASTM A354-17e2, or equivalent ASTM specification.
CLIN 0001: 1 inch - 8 UNC × 4-1/2 inch, Countersunk Head
Each 1 inch - 8 UNC × 4-1/2 inch bolt under contract line item number CLIN 001 shall have a countersunk head with hex or slotted drive, diameter of 1 inch, length of 4.5 inch (measured from the bottom of the bolt head), UNC thread series (i.e., thread pitch of 8 threads per inch), and standard thread length of 1-3/4 inch. The angle of the countersunk head shall be 80° ± 2°.
CLIN 0002: 1 inch - 8 UNC × 5 inch, Countersunk Head
Each 1 inch - 8 UNC × 5 inch bolt under contract line item number CLIN 002 shall have a countersunk head with hex or slotted drive, diameter of 1 inch, length of 5 inch (measured from the bottom of the bolt head), UNC thread series (i.e., thread pitch of 8 threads per inch), and standard thread length of 1-3/4 inch. The angle of the countersunk head shall be 80° ± 2°.
CLIN 0003 – CLIN 0008
Each item under contract line item numbers CLIN 0003 through CLIN 0008 shall follow the requirements specified in Table 1.
DIMENSIONS, MATERIALS, MANUFACTURE, AND MARKINGS
The quantities of structural bolts specified in Table 1 shall be fabricated from quenched and tempered alloy steel (with plain finish) and shall have a minimum tensile strength of at least 150 ksi for the applicable 1-inch diameter. These requirements can be met by more than one ASTM Material Standard, including: ASTM F3125/3125M – 19e2 Standard Specification for High Strength Structural Bolts, Steel and Alloy Steel, Heat Treated 120 ksi (830 MPa) and 150 ksi (1040 MPa) Minimum Strength, Inch and Metric Dimensions (ASTM, 2019a) Grade A490, and ASTM A354-17e2 Standard Specification for Quenched and Tempered Alloy Steel Bolts, Studs, and Other Externally Threaded Fasteners (ASTM, 2017) Grade BD. Structural bolts adhering to either of these ASTM Standards, or an equivalent ASTM specification for quenched and tempered alloy steel with a minimum tensile strength of at least 150 ksi, are permitted. Except as noted in the next paragraph, the dimensions, materials, and manufacture of the bolts shall adhere to the chosen ASTM specification.
The plain heavy hex nuts shall meet the requirements of ASTM A194/A194M-20a Standard Specification for Carbon Steel, Alloy Steel, and Stainless-Steel Nuts for Bolts for High Pressure or High Temperature Service, or Both (ASTM 2020) Grade 2H. The plain hardened washers shall meet the requirements of ASTM F436/F436M-19 Standard Specification for Hardened Steel Washers Inch and Metric Dimensions (ASTM 2019b) Type 1.
As described in Section I - Background, the structural bolts, nuts, and washers will be used in a structural testing laboratory for assembly of steel testing frames. These structural bolts will not be used in a building or other structure required to be stamped by a Professional Engineer. Thus, for the countersunk bolts, the following exceptions to certain requirements found in ASTM F3125/3125M-19e2, ASTM A354-17e2, or other equivalent ASTM specification are permitted:
· marking of the bolt heads (e.g., with grade and type designations) is not required. However, if countersunk bolts are marked on their heads by the Fabricator, they shall be marked in accordance with ASTM F3125/3125M – 19e2,
· in lieu of full-size specimen testing, the mechanical properties of the bolts may be determined by machine sample testing,
· magnetic particle testing is not required, and
· rotational capacity testing is not required.
The threads may be rolled or cut in accordance with ASTM F3125/3125M – 19e2A drive is required; a hex drive or slotted drive is acceptable. The capability of the Fabricator to roll the threads will be evaluated as part of the selection criteria.
***The contractor shall provide signed Material Certifications for all materials from which the structural bolts are made. ***
IV. Warranty Requirements
The contractor shall warrant all products delivered to be free from defects in materials and workmanship under normal consumer use in accordance with the Contractors’ or Original Equipment Manufacturers’ (OEM) standard commercial item warranty, as applicable.
V. DELIVERY
The Contractor shall deliver the structural bolts, nuts and washers and corresponding signed material certificates to the structural testing laboratory at NIST Gaithersburg, MD no later than 90-days after award. Delivery shall be coordinated with the NIST Technical Point of Contact (TPOC). Note: The Material Certifications shall be signed and provided for all materials from which the structural bolts are made.
Delivery of the structural bolts, nuts and washers to Room A150 in Building 226 at NIST, Gaithersburg, shall be coordinated by the Fabricator with the NIST TPOC. Delivery shall occur within the vendor’s standard commercial lead time, but no later than 90 days after contractor receipt of order to the following site location.
Initial delivery shall be made to:

Delivery terms shall be FOB Destination. The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
Note: The NIST Gaithersburg, MD campus is a controlled-access facility and is also under limited access restrictions due to COVID-19. Deliveries are only accepted when arranged in advance. The Contractor shall request approval of delivery time with the NIST Technical Point of Contact (TPOC) in advance of shipment.
Contractor failure to confirm delivery method and procedures and to receive TPOC approval prior to shipment shall release the Government of any liability and may result in payment being withheld until the campus access restrictions have been lifted and the item can be received and physically inspected.
VI. INSPECTION AND ACCEPTANCE
Inspection will take place at the NIST Gaithersburg, MD campus within 14 days following receipt of delivery. The TPOC will inspect the product to ensure all required components are provided and fully operational in accordance with the specifications identified in this document. Upon successful inspection, NIST will accept the order and an invoice may be submitted
VII. PAYMENT SCHEDULE
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
· 100% after receipt, inspection, and acceptance by the TPOC of the delivered products.
The Government anticipates inspection will occur upon:
· After testing procedures set forth in this document have been complete.
