About this file
This document is a Statement of Work (SOW) for a contract to provide services for integrating and calibrating a RAZR system to be used for measuring the radar cross section (RCS) of B-2 composite flight control surfaces at Hill Air Force Base (AFB).
The key objectives of this contract are to: 1) Evaluate the suitability and reliability of the current pylon and rotator in Building 1424 to be used with the RAZR system, and make any necessary adaptations; 2) Integrate the rotator and pylon to perform the B-2 composite flight control RCS measurements, and develop the initial Functional Operations (FUNOP) setups; 3) Provide familiarization training to Hill AFB engineers on setting up the FUNOPS and performing health checks on the RAZR system; and 4) Optionally, assist with the relocation of the RAZR system to the new Composite Aircraft Antenna Calibration Facility (CAACF) at Hill AFB after its completion in September 2025.
The RAZR system will be delivered to Hill AFB in October 2024 under a separate contract. The contractor must be capable of obtaining classified access for the B-2 program and gaining access to secure facilities at Hill AFB. Contract Data Requirements List (CDRL) deliverables are also specified.

Scope The purpose of this contract is to procure the services of vendor to make the necessary adaptations to the RAZR system setup to perform this B2 work being done currently in building 1424. In addition, when this work moves from its current location to the new constructed Composite Aircraft Antenna Calibration Facility (CAACF), Hill AFB may request vendor to help in this relocation effort to ensure performance at the new site.
Each flight control component to be tested shall be housed in a government provided holding fixture. Different holding fixtures are used to mount different components on pylon. An interface adapter, specific to the holding fixture, is used to mount fixtured component to pylon.
Hill AFB is requesting vendor to provide services for the integrating the use of the RAZR with the current pylon and rotator and developing the function operational (FUNOP) setups to collect the needed data.
background Hill AFB is procuring a RAZR system to be used for measuring the radar cross section (RCS) of B2 composite flight control surfaces.
Delivery of RAZR system – part of the URDI contract and not services pertaining to this SOW. The RAZR will be delivered to Hill AFB October 2024. Delivery and demonstration should take 2-3 weeks.
Separate from the scope of this SOW, a RAZR system will be delivered to Hill AFB. The RAZR system will be moved to the new CAACF where the B2 RCS workload will be relocated to. Estimated completion of the CAACF is September 2025.
The CAACF will be a dual use facility for RCS testing of B-2 flight control components and for calibrating composite aircraft antennas. Hill AFB procured the RAZR to be used with the B2 composite flight control surfaces RCS testing. This SOW pertains to the new RCS system to be used for the B-2 RCS testing.
The RAZR system will be procured before completion of the CAACF and operated in building 1424 until the CAACF is completed.
Performance Objectives Evaluate pylon and rotator Evaluate current pylon and rotator in building 1424 for suitability and reliability to be commanded and controlled with the RAZR system.
If it is found to be feasible to use the current pylon and rotator, the vendor shall make the necessary adaptations so that the RAZR can interface with these components.
If the rotator is found to be not suitable, vendor shall propose a rotator to replace the current one and with government approval, procure and install this rotator.
The contractor shall provide a budgetary estimate and specification document to 309 MXSG/EN point of contact for approval within seven (7) business days of feasibility determination.
Integration of pylon and rotator Integrate rotator and pylon in performing the B2 composite flight control RCS measurement.
Demonstrate command and control of rotator. Control is stable and consistent.
Develop of initial FUNOPS Contractor shall utilize available B-2 assets to assist hill personal in developing related FUNOPS setups.
Determine if the RAZR will attain the required EL pitch or the rotator will be used to pitch the asset.
Determine the optical points for RAZR to self-locate in relation to the asset mounted on the pylon.
Determine the number of AZ scans needed to produce the required imaging of the component. Comment by WILLIAMS, CRYSTOL L CIV USAF AFMC 309 MXSG/MXDEZ: I think that for the SAT, RS will already have figured out the scan and proved it.
Demonstrate a full data collection and confirm that output file can be read by CompuQuest software.
Verify that the RAZR collection repeats the MRK V collection. Verification of the B2 composite flight control surfaces RCS will be done using an arithmetic mean of the data collection and a visual inspection of the image plotted at the angle of interest.
When additional component types/test articles become available, Hill may request that vendor develop the FUNOP setup for that component.
Relocation to the CAACF As an option of this contract to be exercised at the discretion of the government, the contractor shall assist with the relocation of the RAZR to the new CAACF by offering:
Consultation Determination on where to deploy pylon and RAZR system.
Verification of RAZR performance in new facility.
Packaging and transportation of RAZR system to new CAACF.
Vendor shall determine where to deploy pylon and RAZR system.
Vendor shall verify RAZR performance in new facility.
Estimated time for this relocation will occur after October 2025.
Familiarization
| The vendor shall familiarize Hill AFB engineers on how to setup the FUNOPs for collecting B2 data. This effort shall take place at Hill AFB and take no longer than seven (7) days. | Comment by WILLIAMS, CRYSTOL L CIV USAF AFMC 309 MXSG/MXDEZ: Familiarizing us to the RAZR is part of the delivery of RAZR. |
| Vendor shall familiarize technicians and engineers on how to perform health checks on the RAZR and command of the rotator. This effort shall take place at Hill AFB and take no longer than five (5) days. | Comment by WILLIAMS, CRYSTOL L CIV USAF AFMC 309 MXSG/MXDEZ: Part of delivery of RAZR. |
The vendor shall assist hill personnel with developing FUNOPS for available existing B-2 assets.
The vendor shall assist hill personnel with developing FUNOPS with additional B-2 assets as they become available.
The vendor shall familiarize the Hill AFB engineers on the physics and background of the RAZR function and operations such that the Hill engineers can create additional FUNOPs.
Aditional requirements Security Requirements The contractor shall be capable of obtaining classified access for the B-2 program.
The contractor shall be required to gain and maintain access to secure facilities at Hill Air Force Base for the duration of this contract.
CDRL SUMMARY
Contract information data shall be delivered electronically in accordance to the corresponding requirement for each Data Item listed in Table 4-1 (below). The contractor shall have no more than one error per quarter for all CDRL submittals. The contractor shall submit CDRLs according to the due date indicated and have no more than one CDRL per quarter submitted after the identified due date. Grammatical errors do not count as an error. Substantive mistakes shall be corrected within two working days and corrective action taken to prevent recurrence of inaccurate late CDRLs.
I’m trying to think of what CDRLs we would want:
1. User manual documenting
a. how to do a RCS measurement
i. Asset rotated by pylon/rotator
ii. RAZR is moved around asset
b. how the RAZR will perform command and control with rotator
c. how FUNOPs are created
d. how to system checks
2. When workload is moved to CAACF, documentation on recommended pylon location and RAZR operations
3. If Rotator needs to be replaced, vendor shall document their recommendation and cost
