The associated North American Industrial Classification System (NAICS) code for this procurement is 333994 with a small business size standard of500.

This acquisition is being solicited as 100% set-aside for small business. Only quotations received from small businesses shall be considered.

BACKGROUND:

The National Institute of Standards and Technology (NIST) requires a Bridgeman crystal growth system. The development of fault-tolerant quantum information devices is critical for future quantum computing and communications technologies. Novel quantum materials are promising candidates for Quantum Information Sciences applications. By leveraging expertise in quantum materials (NCNR) and materials growth and characterization (MML), we will establish a materials foundry with insitu process monitoring for controlled fabrication of quantum materials with tailored properties for QIS device benchmarking and design, reinforcing America’s Global Standing as a scientific leader in emerging QIS technologies. To this end, we require the purchase of a Bridgeman type furnace which can be dedicated to actinide materials. The purpose of this contract is to acquire a crystal growth system that allows growing of single-crystalline ingots via the vertical Bridgman method. In the Bridgeman method, pre-synthesized polycrystalline materials are brought to their melting point in the hot end of a two-zone furnace and then vertically translated to the cool zone, promoting the formation of a single crystal during solidification. The system must comprise a vertical two-zone furnace equipped with a temperature controller and a mechanical translation mechanism. Both the furnace and the translation mechanism are mounted on a floor stand.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

All offerors shall provide a firm-fixed-price quotation for the following:

However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

Gaithersburg Campus Operating Status Line:

If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.

NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.

Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
