STATEMENT OF WORK
FOR
Malmstrom AFB, MT
B 145 room 17 electrical and moisture exhaust
9 Feb 2022

1. Description of Services.
1.1. Introduction. This Statement of Work (SOW), defines non-personal services to be performed by the contractor to accomplish an on-site survey and engineer, design, furnish, install two (2) 240VAC 30A circuits and one (1) 240VAC 20A circuit with associated conduit, wiring, two (2) NEMA L6-30 and one (1) NEMA L6-
20 receptacles, and (1) Telecommunications Ground Bussbar (TCB) IAW TIA-607-C bonding and grounding standards accommodating five cabinets in bldg. 145 room 17, attached to facility earth ground. Additionally the contractor must install a drain line IAW the cooling rack installation instructions and applicable building codes to drain condensate from chiller unit into a building drain.
1.2. Scope. The Contractor shall engineer, design, furnish, and install two (2) 240VAC 30A circuits and one
(1) 240VAC 20A circuit with associated conduit, wiring, two (2) NEMA L6-30 and one (1) NEMA L6-20 receptacles and (1) Telecommunications Ground Bussbar (TCB) IAW TIA-607-C bonding and grounding standards accommodating five cabinets in bldg. 145 room 17, attached to facility earth ground. Additionally the contractor must install a drain line IAW the cooling rack installation instructions and applicable building codes to drain condensate from chiller unit into a building drain to support the installation of HVAC chiller device.
The contractor shall supply all project management, supervision, labor, material, parts, tools, test equipment, transportation, temporary systems and travel to affect the site survey engineering, design, installation, and testing of the electrical cabling and drain hose at building 145. The Contractor shall utilize survey information to analyze the project requirement, perform engineering design tasks, and develop the data deliverable in
Microsoft Office Application format. The Contractor shall accomplish all necessary actions to identify and contact subcontractor(s) required for project implementation.
1.3. Project Management. The Contractor shall designate a single individual Project Manager to plan and control execution of all contractor tasks associated with this project. The project manager shall coordinate actions with the communications squadron representative.
1.3.1. The Project Manager shall be responsible for the quality and timeliness of all tasks performed by subcontractors.
1.3.2. The Project Manager shall provide a simplified Project Plan to the Communication Squadron. The project plan should include:
1.3.2.1 System design details, including all equipment to be furnished.
1.3.2.2 Project management procedures to ensure the system designed will be provided, installed, tested, and turned over in a timely manner.
1.3.2.3 Project milestones for each phase of the project if applicable.
1.3.2.4 Schedule of component delivery and installation.
1.3.3. The Contractor is responsible for all deliverables until the project is accepted and commissioned.
1.4. Quality Control. The Contractor shall plan, establish, and maintain a quality control plan and inspection system to ensure the products and services provided meet the standards stated in this contract.
1.5. Furnish/Install. The Contractor shall provide/furnish and install all equipment required by the approved engineering design.
1.6. Site Survey(s). The Contractor shall coordinate with the base communications squadron representative to arrange an in-brief with other base personnel as appropriate (e.g., Base Civil Engineering, Security) at the initiation of any survey and prior to beginning implementation. During the in-brief, the Contractor shall familiarize the Government with the contractor’s purpose and coordinate the proposed agenda.
1.6.1. The Contractor shall collect all information to refine base requirements and to perform engineering design tasks in order to develop the data deliverable specified in this SOW. The Contractor may have access to all available Base Civil Engineer (BCE) drawings to identify existing utilities and future utilities and/or construction, which may impact the project. The Contractor shall obtain available drawings from communications squadron representative. The Government will provide escorts during the Contractor’s survey, installation and testing within “restricted” areas.
1.6.2. The Contractor shall coordinate and conduct an out-brief at the conclusion of the survey and the implementation. At the survey out-brief, the Contractor shall inform the Government of survey results, including construction support requirements related to the project.
1.6.3. The Contractor shall provide copies of the engineering site survey to 341 Communication Squadron prior to installation approval.
2. Installation
2.1. Overview. The contractor’s proposal shall integrate seamlessly with the existing Malmstrom AFB communication infrastructure plant and shall meet or exceed all standards available in the Unified Facilities
Criterion applicable to this project.
2.2 Equipment Installation. Install two (2) 240VAC 30A circuits and one (1) 240VAC 20A circuit with associated conduit, wiring, and two (2) NEMA L6-30, one (1) NEMA L6-20 receptacles, and (1)
Telecommunications Ground Bussbar (TCB) IAW TIA-607-C bonding and grounding standards accommodating five cabinets in bldg. 145 room 17, attached to facility earth. Additionally, the contractor must install a drain line IAW the cooling rack installation instructions and applicable building codes to drain condensate from chiller unit into a building drain.
2.2.1 Two (2) 240VAC 30A circuits and one (1) 240VAC 20A circuit with associated conduit, wiring, and two (2) NEMA L6-30 and one (1) NEMA L6-20 receptacles in bldg. 145, room 17 on the wall adjacent to the installed rack connected to the building 145 un-interruptible power distribution source.
2.2.2 Install a drain line IAW the cooling rack installation instructions and applicable building codes to drain condensate from chiller unit into a building drain.
3. Test and Acceptance
3.1 Contractor Shall. The Contractor shall perform site testing and provide results to 341 CS/SCXP in electronic and hard copy submissions.
3.2 Mapping. The contractor shall provide as-built installation drawings. These shall include overall routing of new electrical circuits.
4. Warranty
4.1. Contractor Shall. The Contractor shall provide a warranty not less than 2-years on all equipment and installations. The Contractor’s minimum warranty provisions shall include.
4.1.1. On-call Contractor support. The contractor shall provide a same day response to all reported component failures. During normal duty hours, 0700 hrs. to 1630 hrs. Monday through Friday the
Contractor’s response time shall be no more than 4 hours. For service after duty hours, reporting response shall be the opening of the next calendar day, weekends included.
4.1.2. Next day direct contractor support should the failure exceed maintenance support capabilities.
4.1.3. Overnight shipment of all failed components upon notification of system failure.
4.1.4. Provision of all parts and labor at no additional charge to the Government.
4.1.5. The Government reserves the right to require the contractor to replace/change any component(s) that is defective. All components shall be original system parts or approved by the Government in writing prior to replacement.
4.1.6. The Contractor as a single point of call out for system faults. The Contractor shall provide one single point of contact for system faults.
4.1.7. Restoration of utilities at no additional charge to the Government.
4.1.8. Corrosion control of all outside installed components.
5. Documentation
5.1. Deliverables. All contract deliverables that involve maps or other geospatial data must meet the following requirements.
5.1.1 All maps and associated data must comply with the latest version of Spatial Data Standards for
Facilities, Infrastructure, and Environment (SDSFIE) available from the CADD/GIS Technology Center at http://tsc.wes.army.mil/products/TSSDS-TSFMS/tssds/html/ . These data will be organized using SDSFIE
2.40 specifications (latest available as of April 2005) for file, class and attribute nomenclature. Information must be collected at no less than 1:1200 scale for base cantonment areas and 1:4800 for large undeveloped base areas. These data will meet or exceed National Map Accuracy Standards at those scales and metadata using Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata
(CSDGM) for organization. Content will accompany all submissions.

5.1.2. Geospatial data must be delivered in a georeferenced GIS (Geographic Information System) format
(feature-based file structures including one-to-one cardinality between spatial records and attribute records) including attribute data and as specifically outlined in the specific task order contract. All geospatial data must be delivered in the North American Datum 1983 (NAD83) projection, State Plane Coordinate System, using metric coordinate units.
5.1.3. Survey Grade Global Position Systems (GPS) or comparable traditional survey methods will be used to collect geospatial data (e.g., northing, easting, and elevation above or below the Earth's surface) for all contract activities where geospatial data is involved. This data will be obtained at the time of construction and prior to burial in the case of underground utilities. This data must be delivered to the installation in an open Relational Database Management System (RDBMS) with the associated attribute data.
6. Reports
The Contractor shall document the results of tests in tests reports. The Contractor shall deliver all test reports to the local Communications Squadron within 7 calendar days of completion of each test in a
Microsoft Office application.
7. Government Furnished Property and Services
7.1. The Government will provide available building 145 engineering drawings.
