About this file

This is a Sole Source Justification document for Simplified Procedures for Certain Commercial Items submitted by the United States Air Force.

The Air Force seeks to award a five-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Goodrich Corporation (104 Otis St., Rome, NY 13441-4714; CAGE code 99551) for repair and overhaul of B-1B Power Take-Off (PTO) Shafts used on the B-1 Bomber program. The contract is estimated at a value between $750,000 and $15 million with an anticipated award date of 28 February 2024 and a five-year ordering period from February 2024 through January 2029, with potential performance extending through January 2030. The requirement involves precision manufacturing and testing of PTO Shaft components (NSN 2835-01-537-3778) across multiple ordering periods with 51 units per order period for Periods 1-4 and 102 units for Period 5. This is a Class J&A for an Individual acquisition classified as commercial under FAR 2.101, authorized under AFFARS 5313.501 (10 U.S.C. 3572) for Simplified Acquisition Procedures.

The sole source award is justified because Goodrich Corporation is the Original Equipment Manufacturer and sole source capable of providing the required technical data and specialized repairs. The B-1B PTO Shaft involves highly specialized precision manufacturing with unique design parameters developed exclusively by Goodrich, including diaphragm technology and tolerance specifications not available from alternative suppliers. The Air Force conducted market research via Sources Sought Synopsis (posted 19 June 2023) and received no alternative source responses. The contracting officer determined the anticipated cost to the Government will be fair and reasonable based on pricing data from the offeror's proposal, technical analysis, and historical commercial price data. The document notes that reverse engineering costs to develop a qualification package are estimated at $2,789,450 and would require nine years to complete, making competition impracticable.
