About this file

This document is a determination to solicit from a single source for a federal contract opportunity. The U.S. Department of the Interior Bureau of Reclamation seeks to procure a hydraulic profiling tool system from Geoprobe Systems for an estimated $46,137.86. The system must be compatible with the agency's existing cone penetrometer testing unit, software, and devices. Market research found Geoprobe to be the only manufacturer that offers a system compatible with the agency's current equipment. The hydraulic profiling tool is needed to obtain field investigation samples from various points at the Scoggins Dam to ensure the accuracy of the design by the TSC Design Team. Delivery is required within 30 days of order placement. Price will be determined to be fair and reasonable by comparing the system cost to similar equipment in related industries.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity.

U.S. Department of the Interior Bureau of Reclamation Columbia-Pacific Northwest Regional Office Acquisition and Financial Assistance Management Group Boise, ID

2. Name and Address of Single Source.

KEJR, Inc 1835 Wall Street Salina, Kansas 67401

(785) 825-1842

3. Description of Supplies/Services and Estimated Cost.

Procure a hydraulic profiling tool (HPT) system from Geoprobe Systems that has an estimated value of $46,137.86. The HPT system has several smaller pieces of equipment that comprise the overall system. The manufacturer item numbers are outlined on the price schedule in the solicitation. The delivery time frame is 30 days after receipt of order.

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(ii), this is a brand name only requirement as the circumstance of this action deems there is only one part reasonably available. The hydraulic profiling tool (HPT) system is critical for obtaining field investigation data samples from various points at the Scoggins Dam. The data gathered will allow the TSC Design Team to ensure their design is accurate. The HPT system being acquired must be installed on Reclamation’s existing cone penetrometer testing (CPT) unit. The CPT system is a Vertek/ARA unit. The HPT system being purchased must also be compatible with existing software and devices Reclamation currently utilizes. Geoprobe (a company owned by KEJR) is the only company that makes a system that is compatible with Reclamation’s existing software. If Reclamation were to purchase another brand’s HPT system, Reclamation would have to spend a significant amount of money buying new equipment that is compatible with the new system.

Price, fair and reasonable will be accomplished IAW FAR 13.106-3(a)(2)(iv). A comparison with similar equipment in a related industry will be performed. Price analysis will be conducted by comparing the price of the HPT system with similar systems.

6. Description of Market Research.

Market research was conducted by the customer and contract specialist. Research included a search of GSA, UNICOR, Ability One, the Small Business Administration (SBA)’s Dynamic Small Business Database (DSBS), and general internet searches for HPT systems.
