(a) The Government will award a contract resulting from this solicitation, using Simplified Acquisition Procedures in FAR Part 13, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation of quotations will be in accordance with FAR 13.106.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Basis on which award will be made: Best Value, Price and other factors

Price: Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3. Through these techniques the

Government will determine whether prices are reasonable, complete, and are not unbalanced.

A. Quote must be good for at least 60 days after submittal.

Technical Submission: Evaluation of technical submission will be performed using one or more of the techniques in FAR 13.106-2.

A. Contractor must complete Attachment 3, Contractor Info and Pricing Table which outlines Contractor information and the pricing of meals.

Quote packages can contain additional information if or as necessary so to clearly describe how each element of the Statement of Work (SOW) will be met. Contractors that do not submit a completed “Contractor Info and Pricing Table” will be unacceptable.

Past Performance: Evaluation of Past Performance will be performed using one or more of the techniques in FAR 13.106-2.

A. Will be evaluated utilizing any method available to the Government. Negative or adverse action in the last three years may render the quote to be rated lower.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
