About this file

This document is a Performance Work Statement (PWS) for a federal contract opportunity related to the Azimuth Program, which is a joint summer space program for future United States Space Force (USSF) Guardians.

The PWS outlines the requirements for providing parabolic flights that simulate lunar and Martian gravity conditions to support the Azimuth program. It specifies that the contractor shall provide flight suits, flight completion pins, a dedicated photographer, and photos/videos for approximately 25 students per flight. The flights are to be scheduled between March 2025 and September 2028, with 12 flights per year. The preferred location for the flights is the Colorado Springs Airport, near the United States Air Force Academy. No government-furnished property will be provided. The government will inspect the capabilities upon delivery.

This PWS is related to a pre-solicitation Request for Information (RFI) for Zero Gravity Flights, issued by the Department of the Air Force Space Command.

Attachment I Performance Work Statement (PWS) United States Space Force – Delta 13, Detachment 1 Oct 2024

1. Project title Operations support for the United States Space Force (USSF) Delta 13 Detachment 1’s Azimuth Program.

2. Introduction The goal, consistent with the Space Training and Readiness Command mission, is to prepare the next Generation of United States Space Force Guardians. These efforts will help students understand the environment to which they will be working and associated mission expectations. Applicable research experiments will also be designed and conducted.

3. Background On 20 December 2019, the United States Space Force Act, developed by Democratic representative Jim Cooper and Republican representative Mike Rogers, was signed as part of the National Defense Authorization Act by President Donald Trump, reorganizing Air Force Space Command and other Air Force space elements into the United States Space Force. Since, the first Space Force unit was created at United States Air Force Academy, Delta 13 Detachment 1. One of the required Delta 13 Detachment 1 missions was to create a joint summer space program. Today, the Azimuth program hosts future Guardians from the Reserve Officer Training Corps (ROTC), United States Military Academy (USMA), United States Air Force Academy (USAFA), and the United States Naval Academy (USNA).

4. Scope Capabilities to be acquired for Azimuth shall include parabolic flights. Parabolic flights provide Lunar gravity (one sixth your weight) and Martian gravity (one third your weight), achieved by flying a wider arc over the top of the parabola. On a typical flight, parabolas are flown in sets of three to five, with short periods of level flight between each set.

Task areas shall be procured and delivered to the government with enough time to be included into the program. Capabilities will be provided for the appropriate number of students.

5. Performance objectives

a) The contractor shall provide students with flight suits, flight completion pins, at least (1) dedicated photographer, photos/videos of the flight, all flight crew and support staff

b) Each flight shall consist of (15) parabolas (Mars, Lunar, and Zero) and will support approximately 25 students.

6. Operating constraints Services shall be provided in the operating windows:

CLIN 1: (12) Flights operating within: 1 March 2025 – 31 September 2025 CLIN 2: (12) Flights operating withing: 1 October 2025 – 31 September 2026 Optional CLIN 3: (12) Flights operating within: 1 October 2026 – 31 September 2027 Optional CLIN 4: (12) Flights operating within: 1 October 2027 – 31 September 2028

Flights will be scheduled with customer coordination. (The anticipated flight window is yearly between May and the end of August)

7. Place and periods of performance Work can be performed at either government or off-site locations. We prefer utilizing the Colorado Springs Airport, since it is the closest airport to USAFA. The Government will arrange transport of students to the airport.

8. Non-Disclosure Agreements Standard non-disclosure statements shall be administered and signed, protecting the proprietary information for all involved companies (if needed).

9. Government Furnished Property (GFP) No Government Furnished Property will be provided.

10. Inspection and acceptance criteria The government will inspect the capabilities upon delivery.
