About this file

This is a Sole Source Procurement Request (Form 24-103-205, C.R.S.) submitted by the Colorado State Patrol (CSP) Technology Services Unit for the procurement of Axon Translation services from Axon Enterprise, Inc. The CSP seeks to procure an automated language translation service designed specifically for processing digital video and audio evidence collected by officers in the field. The service provides instant interpretation and processing of multilingual interactions captured on body-worn cameras, eliminating the need for external human translators or third-party software. The contract term runs from July 1, 2026, through June 30, 2027, with approval valid until June 30, 2027. No specific response dates, bidder meetings, or site visits are mentioned in the request, as this is a sole source procurement seeking an exception to competitive bidding processes.

The estimated total cost for the Axon Translation service is $158,400 in services with no goods component. The pricing was determined to be fair and reasonable through cost analysis and comparison to Axon's standard catalog pricing, NASPO ValuePoint cooperative purchasing agreements, and historical pricing from the CSP's existing master contract. The CSP justifies the sole source status based on Axon Enterprise's exclusive development and control of the Axon Evidence Digital Video Evidence Management (DVEM) system, which the CSP has relied upon since December 2021. The Axon Translation service is a proprietary, built-in feature operating natively within the closed Axon ecosystem and gated exclusively by Axon's PRO License, ensuring that sensitive Criminal Justice Information remains within a compliant, secure framework without requiring evidence export to external platforms. The request was posted on the Vendor Self-Service (VSS) system as NPSS1 RBAA 2026-0203 and approved by the Director of Purchasing on April 30, 2026. The alternative method of source selection, should the sole source request be denied, would be the issuance of a Request for Proposals requiring third-party vendors to meet FBI CJIS Security Policies and chain of custody requirements.

• If yes, please explain:

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: The Colorado State Patrol (CSP) has an active and ongoing contractual relationship with Axon Enterprise, Inc. since December 2021. The CSP procures and manages a comprehensive Digital Video Evidence Management (DVEM) ecosystem, which includes Axon Body cameras, Axon Fleet vehicle-based camera systems, and the associated Axon Evidence cloud software licensing.
Description of Goods/Services: The CSP is seeking to procure the Axon Translation service. This service provides automated language translation capabilities specifically designed for processing digital video and audio evidence collected by officers in the field. The primary need it fulfills is the ability to instantly interpret and process multilingual interactions captured on body-worn cameras without requiring external human translators or unvetted third-party software. Crucially, Axon Translation is natively compatible with our existing DVEM system, Axon Evidence. This native compatibility allows the CSP to translate evidence directly within the Axon ecosystem, ensuring that sensitive Criminal Justice Information (CJI) is never exported to external or unsecure platforms, thereby maintaining a strict, auditable chain of custody.
Description of Goods/Services #2:
Start Date: 07/01/26
End Date: 06/30/27
G3 Text Bpx: It is critical to note the strict security and data ownership constraints under which the CSP operates. Moving forward, the CSP's operational mandates require that all digital evidence remains the exclusive property of the CSP and that any processing, analytics, or data mining by unauthorized third parties is strictly prohibited. Utilizing Axon's native Translation service ensures that our data stays strictly within the highly secure Axon Cloud architecture, which utilizes compliant environments. Introducing a separate third-party vendor strictly for translation services would unnecessarily expand the state's cyber threat footprint, complicate mandated data retention policies, and create immense friction in the workflow of supervising officers and investigators who rely on immediate, secure access to translated evidence.
G1 Text Bpx: If this sole source request is not approved, the agency would be required to issue a Request for Proposals (RFP) for a standalone, third-party transcription and translation software service. This competitive solicitation would need to strictly evaluate third-party vendors on their ability to meet FBI CJIS Security Policies, provide highly secure data transfer mechanisms from the Axon Evidence cloud to their own proprietary systems, and guarantee the chain of custody for digital evidence. Pursuing an RFP for a third-party system would likely result in operational workflow inefficiencies, increased cybersecurity threat vectors, and duplicative software licensing and data storage costs.
F1 Text Bpx: Axon Enterprise, Inc. is the sole developer, proprietor, and provider of the Axon Evidence Digital Video Evidence Management (DVEM) system. The CSP relies exclusively on Axon Evidence as its central, cloud-based repository for all digital video and audio evidence generated by its standardized fleet of Axon Body cameras and Fleet 3 vehicle cameras. The Axon Translation service is a proprietary, built-in feature that operates natively within this closed ecosystem and is gated exclusively by Axon's PRO License. No other vendor can directly integrate a translation module into the backend of the Axon Evidence platform without violating the Axon Master Services and Purchasing Agreement, specifically the strict contractual restrictions against modifying, reverse engineering, or creating derivative works of Axon Cloud Services. Because the CSP requires a translation tool that maintains an unbroken chain of custody and complies with our existing CJIS security policies without requiring evidence to be exported, Axon Enterprise is the only vendor technically and legally capable of providing this service.
E4 Text Box: The agency determined the Axon Translation service pricing is fair and reasonable through a cost analysis and multi-tiered price comparison. Quoted rates were validated against Axon’s standard catalog, cooperative purchasing agreements like NASPO ValuePoint, and historical pricing from the State's existing master contract and its subsequent amendments. Furthermore, a total cost of ownership analysis confirmed that the direct cost of Axon's native PRO License service is heavily offset by administrative time savings, eliminated external data transfer fees, and the mitigation of security risks associated with moving protected CJI outside the CJIS-compliant Axon framework. Because the translation service integrates seamlessly into an ecosystem the state has already heavily invested in, the pricing is highly reasonable when factoring in the avoided costs of independent system integration, custom API development, and the personnel retraining that a third-party alternative would require.
