About this file

This document is a Single Source Justification for a 5-axis UMC-750 Milling and CNC Machine purchase by the 56th Contracting Squadron at Luke AFB. The justification explains that the Fabrication Flight currently owns 4 other Haas branded CNC machines, establishing an "ecosystem" where the machines can run on the same software and seamlessly collaborate on fabricating parts. Procuring a non-compatible machine would cause faults, coding errors, and require significant troubleshooting and support, impacting aircraft readiness. The Haas machines are exclusively distributed by Phillips Corporation Federal Division, and the contracting officer has determined that a single source from Phillips is the only reasonably available option under FAR 13.106-1(b)(1). The total estimated cost of the contract is $192,575.

Page 1 of 2Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: 56th Contracting Squadron

Project/Program Name: Axis CNC Machine

Purchase Request/Identification Number: F2U2004130AW02

Estimated Contract Cost (including Options): $192,575.00

Section B: Description of the Supplies/Services Required

5-axis UMC-750 Milling and CNC Machine

Section C: Justification for Soliciting from a Single Source or Brand Name

The Fabrication Flight owns 4 other Haas branded CNC machines, thus establishing an “ecosystem” where the machines can all run on the same software. This will allow the other machines to support a collaborative effort to fabricate machine parts without the need to export and modify file types during the tool fabrication process. This seamless code sharing system significantly cuts critical time and keeping sortie numbers at an effective level.

The absence of a compatible machine would cause faults and coding errors when trying to work in a collaborative environment with the existing Haas machines, requiring a technician from both brands to service and troubleshoot the machines on a constant basis in an effort to achieve the desired results for mission success. This would incur additional cost for the customer for the service calls. Additionally, this would have a significant impact on aircrew readiness due to Aircraft being down awaiting parts.

Section D: Efforts to Obtain Competition

Haas Machines are exclusively distributed by Phillips Corp Federal Division. This has been certified by a letter directly from Phillips (attached).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, we will continue to make efforts to find machines that are can be provided by multiple vendors while ensuring that they are compatible with existing infrastructure.
