STATEMENT OF OBJECTIVES
SOUTH DAKOTA ARMY NATIONAL GUARD
2823 W. MAIN ST. RAPID CITY, SD 57702
STATEMENT OF OBJECTIVES (SOO)
BLDG 802 CLASSROOMS 113/114 AV UPGRADE
1. Purpose: The South Dakota Army National Guard (SDARNG) has a requirement to upgrade the AV equipment in the BLDG 802 Classrooms 113/114. The intent of the upgrade is to replace and upgrade the current systems to have current technology and ease-of-use for the end user.
2. Scope or Mission: The scope of work includes determining a solution that provides an AV integrated system with ease-of-use for the end user. This includes replacement of the AV Processor, audio amp, supporting AV equipment, audio conference equipment, update and/or replacement of ceiling speakers, AV wiring and removal of abandoned wiring, and labeled and clean cable management.
3. Period and Place of Performance: The period of performance will be 90 days after date of award. Place of performance is Building 802 Classrooms 113/114 located on Camp Rapid, 2823 W. Main St., Rapid City, SD 57702.
4. Background: The current AV system equipment is neither reliable nor user friendly for customer usage and does not meet the working expectations of the current operational environment (i.e. Teams, Zoom, and/or Cisco compatibility).
5. Performance Objectives: The contractor will determine the most efficient cost-effective solution to updating the current AV system that will provide ease-of-use to the end user. This will include the purchase and installation of AV equipment. The new system will have the capability to perform the duties required of the current operational environment. See objectives below:
Objective #1: AV interface solution to include a touch screen control panel capable of supporting a minimum of six individual display feeds; three in each classroom as well as the capability to create one conjoining classroom with six total. One panel will be installed in each classroom, two total.
Objective #2: Update existing audio processor and accompanying components as needed.
Objective #3: Install and replace Smartboards with 86” Interactive Touchscreen monitors. Remove existing ceiling projectors in each classroom.
Objective #4: Each classroom needs to be compatible with current government equipment that can function with an DoD approved Codec VTC. Procurement and installation of a stand alone VTC system is not required at this time. The Cameras should be compliant with FAR 52.204-24, 52.204.25, 52.204-26 and installed in the best vantage point for the classrooms. The currently installed cameras will need to be removed. A total of two cameras are need, one for each classroom. The solution should be compatible with Endpoint user Licenses as well as having the capability for MS Teams and zoom.
Objective #5: Install four LED commercial TV monitors that are appropriately sized to provide the maximum viewing capabilities for students in the classroom. The monitors must be a minimum of 42” – 55”. The monitors will have a minimum 4K resolution and will be placed where the existing TVs are in the classrooms.
Existing TVs need to be removed. New TVs will still need to be on adjustable wall mounts.
Objective #6: Configure / integrate room AV equipment into the government provided computer for use in the current operational environment; needs to be compatible for VTC, Teams, Zoom, etc.
Objective #7: Configure / integrate room AV equipment to the podium for use by external devices (HDMI and Display Port inputs).
Objective #8: Replace any existing ceiling mics with one Ceiling Array Mic with (8) Steerable Coverage Lobes in each classroom. Two ceiling mics total. These should be centered in the best placement to receive sound throughout the room in each classroom.
Objective #9: Configure existing gooseneck podium mics in each classroom and ensure they are integrated into the whole AV interface.
Objective #10: Install one Digital 24-bit wireless microphone and one Digital 24-bit handheld microphone in each classroom, total of four microphones. All existing microphones besides those mentioned in Objectives #9 and #10 need to be removed. A Dual Microphone Docking / Recharging Station will be installed on the podium in each classroom for easy recharge of microphone batteries.
Objective #11: All speakers and microphones need to be linked to the AV interface.
Objective #12: Replace current DVD players with a minimum of 4K Ultra HD Blu-ray DVD players in each classroom that are connected to the AV interface.
Objective #13: All of these components will be linked to a single Control Processor / Rack Mount accessible to the government POC. Each classroom needs to be able to function individually and / or as one large conjoining classroom (individually: controls components in its own classroom; conjoining: controls all components throughout both classrooms).
Objective #14: Remove any unused wiring related to the AV system and components to include cable management.

SITE VISIT QUESTIONS/ANSWERS
Solicitation/Site Visit Questions
W912MM-22-Q-0037
Bldg. 802 Classrooms 113/114 AV Upgrade
1. Should the solution allow for the ability to bring in someone’s own laptop and be able to run the systems?
a. Yes, ideally if someone brought in their own Government Furnished Equipment (GFE) it should be able to run the system.
2. Does the currently installed GFE need to be removed?
a. Yes, the current equipment that is installed in the classroom needs to be removed however it will stay in the Government’s possession. (cameras, smart boards, cables, etc.)
3. Does the Government want to re-use the existing ceiling speakers?
a. Yes, however if there is a solution that will fit the objectives better that involves replacing the currently installed speakers that will be acceptable.
4. Please, do we need to offer TAA Compliant equipment?
a. If any of the proposed equipment is considered IT then it should be TAA compliant, equipment that is considered to be AV equipment does not require TAA compliance.
5. Do we need to adhere to the DISA APL List of Devices for this solicitation?
a. No, unless the suggested equipment is considered to be IT. AV equipment should be exempt.
6. Do you want to output the new interactive monitors into the matrix switcher? In other words – would the government like to output the interactive monitor out to the other sources in the room after annotation or whiteboarding?
a. This function is not required but if the proposed solution includes this functionality that is fine for the Government’s needs.
7. The wireless microphones requested in the room, are these for voice lift in the room, video conferencing, or recording? Do you want one handheld and one lavalier in each room? Or TWO Handhelds - And a ceiling microphone in each room.
a. Microphones are for all three: voice lift in the room, video conferencing and recording capabilities. One Lavalier, one handheld and one ceiling mic in each classroom.
8. Currently, what is the VTC system in use? Codec name
a. There is currently no VTC system in these classrooms. Any proposed solution should include compatibility for use with Endpoint licenses and CISCO VTC systems.
9. What will the government use for VTC – soft client - a Computer or a Codec? Today most conferencing calls are done on a room computer (soft client codec). This will run MS Teams, Zoom, and DISA GVS.
Others are bridged on the government network and use a Codec (separate conferencing unit with touchpad)
a. The intended VTC’s will use a Codec, specifically Cisco equipment that requires compatibility with Endpoint User Licenses.
10. Does the government want each room to be able to perform VTC separately? And as one room?
a. The VTC capabilities should allow for the option to perform separately and as one conjoined room.
11. Do you want the ability to run a VTC from either podium? Using a soft client (room computer or laptop)
a. Soft Client VTC would not be required as the Government uses a Codec.
12. Do you want the same style VTC Cameras as used in the Building #802 Theater? These are Pan/Tilt/Zoom cameras with HDBaseT over CAT 6 extenders located in the equipment rack. The extenders provide both HDMI output for video switchers and CODECS with a simultaneous USB3.0 output for the TEAMS PC.
a. Yes, the installed cameras should have PTZ capabilities. The cameras should be placed in a vantage point where the primary focus would be the presenter and the secondary focus (if needed) would be the class participants.
13. Does the TEAMS PC need a “Shared Content” input into the PC for routing the room’s A/V sources, Laptop, etc. for use in a conference?
a. Yes
14. What type of Podium Laptop Inputs do we need? HDMI? DisplayPort? VGA & Audio for older analog laptops? Do we want / need a wired Network jack for the presenter Laptop or is this wireless only?
a. HDMI and Display Port inputs; it would be wireless only (we need to ensure that access to our network is secure).
15. Does the Podium Laptop need to be able to Run ZOOM or other software as part of an on-the-fly BYOD video conference? Do we need to be able to “Share” all the system’s Mics, USB3.0 Cameras and room speakers with both the TEAMS PC *and* the laptop?
a. Yes to both
