Evaluation Stage Record / Result Award Impact

Stage 1 - Technical / Administrative Review

The TEP evaluated ten offer packages against the RFQ, cover letter, written Q&A, Sections 1, 3, 4, 5, and Exhibit A. Turkcell, Gürgençler, Turcan, and Apex were rated A - Technically Acceptable. AL MASARRA and SC COMPETDAC were C-rated as submitted. Grow Life, Jamal, GSL Direct/GEM Supplies, and Asada were U-rated or otherwise not eligible as submitted.

Only technically acceptable offers could proceed to award consideration under LPTA.

Stage 2 - Price / Currency Evaluation

Offers were received in TRY and USD. USD-priced offers were converted using the Central Bank of the Republic of Türkiye USD/TRY Banknote Buying Rate at 3:30 p.m. on July 29, 2026:

USD 1.00 = TRY 47.2744. TRY-priced offers were evaluated at their quoted TRY amount.

All prices were evaluated on the common basis stated in the RFQ.

Lowest Technically Acceptable Offer

Turkcell quoted TRY 67,635.00 per unit, VAT-exempt, for a maximum evaluated price of TRY 6,763,500.00. Turkcell was rated technically acceptable and was lower than every other technically acceptable offer.

Turkcell is the LPTA awardee.

Price Comparison

The next-lowest technically acceptable offer was Gürgençler at TRY 70,832.50 per unit / TRY 7,083,250.00 maximum. Turkcell is lower by TRY 3,197.50 per unit, or approximately 4.7%. Lower-priced offers were technically unacceptable and not eligible for award.

The award decision is supported by both technical acceptability and the lowest evaluated price among acceptable offers.

Discussions / Exchanges The RFQ permitted award on initial offers. Clarifications, corrections, discussions, or revised offers were unnecessary because Turkcell was technically acceptable, lowest-priced among acceptable offers, and responsible.

Award without exchanges is consistent with the RFQ and simplified acquisition procedures.

Price Reasonableness Ten offers were received and four were technically acceptable. The award price was compared to the competitive record and the next-lowest acceptable offer. No overpayment risk was identified.

The TRY 67,635.00 unit price and TRY 6,763,500.00 maximum IDIQ value were determined fair and reasonable.
