4. Basis for Award Award was made under the RFQ's Lowest Price Technically Acceptable method. Technical and administrative acceptability were evaluated on a pass/fail basis. No tradeoff, best-technical ranking, or extra credit for exceeding minimum requirements was applied. The Contracting Officer retained price evaluation, timeliness, responsibility, price-reasonableness, and final award authority.

Evaluation Stage Record / Result Award Impact

Stage 1 - Technical / Administrative Review

Five quotation packages were received; one package was received after the stated deadline. The TEP evaluated the non-price record against the RFQ and cover letter. Tan Oto was rated Technical A, Administrative A, Overall A. Each other package was rated U/U/U.

Only an initial quotation meeting the RFQ technical and administrative requirements could be eligible for award under the LPTA method.

Stage 2 - Price Evaluation Tan Oto quoted TRY 1,860,000.00. Using the RFQ-prescribed TCMB USD/TRY Banknote Buying rate of 47.4362 announced at 15:30 on August 4, 2026, the evaluation equivalent is USD 39,210.56.

Tan Oto submitted the lowest evaluated price and the only acceptable initial quotation.

Price Comparison The next-lowest evaluated quotation was USD 53,334.79, which was USD 14,124.23, or 36.02 percent, higher than Tan Oto. The remaining quotations were higher and unacceptable as submitted.

The decision is supported independently by technical/administrative acceptability and the lowest evaluated price. No price/technical tradeoff was permitted.

Exchanges / Revised Quotations

The RFQ permitted award on initial quotations. Tan Oto was acceptable without correction. Exchanges were unnecessary and would not improve the Government's award basis.

Award without clarification, discussions, or revised quotations is consistent with the RFQ and simplified acquisition procedures.

Price Reasonableness The Contracting Officer compared the award price to competition, the contemporaneous TCMB conversion record, the March 2026 authorized-dealer diplomatic tax-exempt market range, and the accepted all-inclusive Category 2 delivery basis.

TRY 1,860,000.00 was determined fair and reasonable for the accepted firm-fixed-price requirement.

Responsibility The award file documents Tan Oto's local legal and signatory records, Ford Otosan authorization, manufacturer-backed warranty and service support, stock/delivery capability, and required eligibility checks.

Tan Oto was affirmatively determined responsible for this purchase order.

Public disclosure note: This synopsis states the general basis for award but does not disclose proprietary quotation data, protected source-selection information, or detailed unsuccessful-quoter findings. Those records remain in the official acquisition file and are addressed through the applicable supplier-notification and brief-explanation procedures.
