Two bidders submitted proposals by the deadline: Conlin Travel Inc. of Ann Arbor, Michigan, and Dumonde Group (DBA Dumonde Travel) of Miami, Florida. The contract term is three years with up to two additional one-year renewal options, pending State Administrative Board approval.
The award recommendation of $450,000.00 is made to Conlin Travel Inc., which scored 89 out of 100 on technical evaluation, exceeding the 80-point threshold required for pricing consideration. Conlin Travel Inc.'s pricing structure includes tiered transaction fees ranging from $0 for online car-only reservations to $20.00 for agent-supported air reservations domestically and internationally. The evaluation committee identified deficiencies in both bidders' proposals, though Conlin Travel Inc. was deemed responsive and responsible, offering the best overall value to the State of Michigan.
