About this file
This is an Award Recommendation document issued by the Michigan Department of Technology, Management and Budget, Financial Services office for medical transportation services at the Michigan Veteran Homes at Grand Rapids. The RFP 260000000668 was posted on SIGMA VSS on December 30, 2025, with a due date of January 30, 2026, and received three proposals from Global Blueprint LLC, Life EMS Ambulance, and United Medical Transportation. The contract term is three years with up to three one-year renewal options. The solicitation requested medical transportation services for residents of the facility, including wheelchair transport, non-emergency ambulance services, advanced life support (ALS) and basic life support (BLS) emergency services, and treatment without transport services.
Life EMS Ambulance of Grand Rapids, Michigan was recommended for award in the amount of $224,000.00 based on a technical score of 90 out of 100 points, exceeding the 80-point threshold required for pricing evaluation. The evaluation committee assessed proposals on three criteria: Product Quality (48 points), Service Capabilities (24 points), and Vendor Questions Worksheet (28 points). Life EMS demonstrated responsiveness to the Statement of Work requirements with minor deficiencies in reporting documentation and omissions regarding employee count, gross annual sales, and prior experience dollar values. Pricing was evaluated only for Life EMS, which met the technical threshold; Global Blueprint received zero points for failure to submit required documentation, while United Medical Transportation scored 48 points and did not qualify for pricing consideration. The award recommendation is pending State Administrative Board approval and represents the best value determination combining technical merit and price proposal.
