About this file

This is an Award Recommendation document from the State of Michigan Department of Natural Resources Procurement Office for RFP 180000001402 regarding Decimal Coded Wire Tags for the Michigan DNR Fisheries Division. The solicitation requested proposals for a contractor to supply Northwest Marine Technology Decimal Coded Wire Tags, with a contract term of five years plus up to five one-year renewal options. The RFP was posted on SIGMA VSS on February 23, 2018, for thirty calendar days, with proposals due on March 23, 2018. Only one bidder, Northwest Marine Technology, Inc., located at 324 West Bay Drive, Suite 107, Olympia, Washington 98502, submitted a proposal. The RFP was brand-specific, requiring that the product be 100% compatible with the NWT Mark IV Automatic Tag Injector, and the bidder had to be either the manufacturer or an authorized dealer/distributor of the product.

The evaluation process consisted of technical scoring across four criteria—Product Quality, Service Capabilities, Delivery Capabilities, and Vendor Questions Worksheet—each weighted at 25 points, for a total of 100 points. Since Northwest Marine Technology, Inc. was the sole responsive and responsible bidder meeting all mandatory minimum requirements, the State evaluated pricing, which was tiered based on quantity ordered and delivery timeframe (90 days): $155.00 per thousand tags for 2,000-9,000 tags; $107.00 per thousand for 10,000-99,000 tags; $97.00 per thousand for 100,000-999,000 tags; and $92.00 per thousand for 1,000,000 or more tags. The award recommendation was made to Northwest Marine Technology, Inc., in the amount of $485,000.00, based on the company's ability to provide the brand-specific product and the best value pricing offered to the State.
