About this file
This is an Award Recommendation Document from the Michigan Department of Natural Resources (DNR) for RFP 260000001347 soliciting DNR Real Estate Title Work Services. The RFP was posted on SIGMA VSS on March 4, 2026, for a 14-day period with proposals due on March 20, 2026. Three bidders submitted proposals: Associated Title & Closing Services Agency Inc., Transnation Title Agency of Michigan Northern Division LLC, and Western Land Services Inc. The contract term is one year, covering title work services for four Michigan counties: Marquette, Alger, Delta, and Menominee, as well as estimated copy fees. The evaluation process included four technical criteria weighted across Schedule A Statement of Work sections and a Vendor Questions Worksheet, with proposals requiring a minimum score of 80 to advance to pricing evaluation.
Associated Title & Closing Services Agency Inc. received the award recommendation in the amount of $72,000.00, pending State Administrative Board approval. This vendor achieved a perfect technical score of 100 out of 100 points and submitted the lowest overall price. Western Land Services Inc. scored 85 points technically but submitted a significantly higher bid of $1,102,400.00, with noted deficiencies regarding timeframes and liquidated damages requiring further approval. Transnation Title Agency of Michigan Northern Division LLC scored 70 points, below the 80-point threshold, due to deficiencies in SAM.Gov registration status that would impact project timeline. Non-recommended bidders may schedule debriefing sessions with Solicitation Manager Brooke Jones to understand the evaluation rationale.
