About this file
This is an Award Recommendation and Synopsis from the Michigan Department of Natural Resources (DNR) for RFP 190000002632 concerning rye planting services in Wexford and Missaukee Counties. The project involved field preparation, fertilizing, and planting services across three units: North Central Wexford County (55 acres), North East Wexford County (56 acres), and Missaukee County (23.1 acres). The RFP was posted on SIGMA VSS on June 27, 2019, with proposals due by July 8, 2019. The contract term was approximately six weeks.
The evaluation resulted in a split award to Highland Forestry and Food Plots ($19,425.00 for Units 1 and 2) and Green Pastures ($3,580.50 for Unit 3). Three vendors submitted proposals: Highland Forestry and Food Plots, Green Pastures Wildlife Food Plots, and Kill Zone Food Plots. The technical evaluation was based on a 100-point scale considering Vendor Questions Worksheet (50 points) and Schedule A - Statement of Work (50 points). Proposals needed to score at least 80 points to have their pricing evaluated. After a second round of pricing, Highland Forestry offered the lowest prices for Units 1 and 2, while Green Pastures provided the lowest price for Unit 3.

TECHNICAL EVALUATION
The Vendor Questions Worksheet will be evaluated to determine whether the vendor possesses the relevant experience to successfully provide the Contract Activities.
Schedule A – Statement of Work will be evaluated to determine whether the vendor has demonstrated the ability to meet the required specifications and to comply with State requirements, and to determine whether equipment proposal was adequate to complete the Contract Activities.
Proposals receiving 80 or more technical evaluation points will have pricing evaluated and considered for award.
PRICE EVALUATION
Schedule B – Vendor Price Quote will be evaluated to determine whether the price proposed for the Contract Activities is within the State’s anticipated fair market value. Schedule B – Vendor Price Quote must be completed and a price for each service included in the proposal must be submitted as an attachment to the proposal entered in SIGMA VSS.
The State may utilize all bidder information, without regard to a proposal’s technical score, to determine fair market value for the services sought. The State is not obligated to accept the lowest price proposal. If applicable, the State’s evaluation will include consideration of a bidder’s qualified disabled veteran (QDV) status under MCL 18.1261(8). Additional information on the QDV preference is available at: http://michigan.gov/micontractconnect/0,https://www.michigan.gov/dtmb/0,5552,7-358-82550_85746_48677-412612--,00.html,7-225-48677-123519--,00.html.

Nevertheless, the bidder may submit proposed changes to the Contract Terms in track changes (i.e., visible edits) with an explanation of the bidder’s need for each proposed change. Failure to include track changes with an explanation of the bidder’s need for the proposed change constitutes the bidder’s acceptance of the Contract Terms. General statements, such as that the bidder reserves the right to negotiate the terms and conditions, may be considered non-responsive.
The State may conduct an on-site visit to tour and inspect the bidder’s facilities; require an oral presentation of the bidder's proposal; conduct interviews, research, reference checks, and background checks; and request additional price concessions at any point during the evaluation process.
