The RFP solicited responses for a contractor to provide inspection, maintenance, and repair services for pumps and motors throughout Michigan. The RFP was posted on SIGMA VSS on March 25, 2026, with a 30-day response period and a due date of April 24, 2026. Two bidders submitted proposals: Northern Pump and Well (Lansing, MI) and Trojan Development Co. Inc (Oxford, MI). The contract term is three years with up to two one-year renewal options. The Notice of Intent to Award was issued on May 26, 2026, recommending an award to Northern Pump and Well pending State Administrative Board approval.

Northern Pump and Well was selected based on a technical evaluation score of 94 out of 100 points, which exceeded the minimum threshold of 80 points required for pricing consideration. The evaluation committee, consisting of four voting members and two advisory members from MDOT, assessed proposals across four weighted criteria: Service Specifications (40 points), Project Plan (20 points), Required Documents Completion (5 points), and Vendor Experience (35 points). Northern Pump and Well's proposed price of $10,353,550.00 was significantly lower than Trojan Development Co. Inc's proposal of $27,636,335.00. The award recommendation to Northern Pump and Well was based on best value determination, considering the bidder's agreement to meet timeframes, percentage of work completed directly by the vendor, acceptable equipment inspection and references, and overall competitive pricing. Neither bidder was designated as a Service-Disabled Veteran Owned Business or Geographically Disadvantaged Business Enterprise.
