About this file

This is an Award Recommendation and Evaluation Synopsis from the Michigan State Police-Purchasing office regarding RFP 250000002718 for Translation and Training Services MCOLES, with no award being made. The RFP was posted on SIGMA VSS on July 2, 2025, for 19 days with a submission deadline of July 21, 2025, seeking a contractor to provide translation and training services for the Michigan Commission on Law Enforcement Standards (MCOLES). Only one bidder, Global Interpreting Services, LLC from Clinton Township, Michigan, submitted a proposal by the deadline.

The sole bidder was deemed non-responsive and non-responsible for failing to meet mandatory minimum requirements, which included holding an oral transliteration certificate, being certified by international accreditors for continuing education and training, providing at least one letter of recommendation from a supported institution, and having two previous experiences developing research-based multidisciplinary synchronous and asynchronous programs using the ADDIE instructional systems design method. Specifically, Global Interpreting Services, LLC was not IACET certified, resulting in no technical evaluation being conducted and no award recommendation. The bidder is classified as neither a Service-Disabled Veteran Owned Business nor a Geographically Disadvantaged Business Enterprise, and bidders not recommended for award are encouraged to schedule debriefing sessions with the Purchasing Manager.
