About this file
This is an Award Recommendation and Evaluation Synopsis prepared by the Michigan Department of Labor and Economic Opportunity for RFP 260000002110 soliciting responses for HiSET and GED Test Vouchers. The RFP was posted on SIGMA VSS on June 2, 2026, with proposals due on June 30, 2026. Three bidders submitted proposals: GED Testing Services LLC, ExamRoom.AI Corp., and PSI Services LLC. The contract term is three years with up to two one-year renewal options. The Joint Evaluation Committee, chaired by Solicitation Manager Jennifer Frank and including representatives from the State Division of Workforce Development, reviewed all proposals using a pass-fail evaluation methodology with award to the lowest-price responsive and responsible bidder.
The Department of Labor and Economic Opportunity recommended an award to GED Testing Services LLC in the amount of $726,000 and PSI Services in the amount of $24,000, pending State Administrative Board approval. GED Testing Services LLC and PSI Services LLC both passed all mandatory evaluation specifications, while ExamRoom.AI Corp. failed the evaluation due to not providing the required Vendor Question Worksheet. The pricing summary shows GED Testing Services LLC offers vouchers at $47.50 after July 2027 with a $10 retake fee, while PSI Services LLC charges $18.00 per subtest with two free retakes included and additional fees for test center ($8.00) or live online proctoring ($23.00). PSI Services also includes a $30 one-time annual state administrative fee and a $0.50 per voucher processing fee. Neither bidder qualified as a Service-Disabled Veteran Owned Business or Geographically Disadvantaged Business Enterprise.
