About this file

This document is an Award Recommendation and Evaluation Synopsis issued by the Michigan Department of Natural Resources Procurement Office for RFQ 26*0175 regarding sand relocation services at Holland State Park. The Request for Quotes was posted on SIGMA VSS on March 2, 2026, with a submission deadline of March 20, 2026, allowing nineteen calendar days for bidders to respond. Seven contractors submitted proposals for this one-time purchase project. The evaluation process assessed proposals based on compliance with mandatory requirements, including proper bid package submission and insurance certification, with award recommendation going to the lowest-priced responsive and responsible bidder meeting all specifications.

Alpine Contracting, LLC of Newaygo, Michigan was recommended for award in the amount of $39,450.00, the lowest bid among five passing proposals. The other passing bidders and their prices were Bob's Asphalt Paving at $54,450.00, Bultsma Construction at $47,500.00, Hallack Contracting at $54,230.00, and Vandenberg Excavating at $57,750.00. Two bidders, EC General Construction and Generation III Excavating, failed the mandatory requirements evaluation due to missing required documentation and therefore were not eligible for price evaluation. No set-asides were identified, as none of the seven bidders were certified as Service-Disabled Veteran Owned Businesses or Geographically Disadvantaged Business Enterprises. The Notice of Intent to Award was issued on March 23, 2026, with the Solicitation Manager Lisa Crozier-Green available to conduct debriefing sessions with non-awarded bidders.
