About this file

This is an Award Recommendation and Evaluation Synopsis document related to Michigan's LEO-WD Layoff Aversion RFP, issued by the state workforce development agency. The document outlines the evaluation process and award recommendation for service providers selected to deliver layoff aversion services, which aim to assist workers and employers in preventing or mitigating job losses through targeted interventions and support programs. The RFP sought qualified organizations to provide comprehensive layoff aversion services across designated Michigan regions, with the evaluation based on specified criteria including organizational capacity, program design, past performance, and cost-effectiveness. The contract term and specific response deadlines are outlined within the evaluation framework, with the award recommendation reflecting the selection of vendor(s) determined most capable of delivering required services.

The pricing structure and funding for this layoff aversion initiative are derived from state workforce development allocations, with evaluation criteria emphasizing fiscal responsibility and demonstrated ability to achieve measurable outcomes in preventing layoffs. The document establishes the recommendation process by which qualified bidders were assessed, with particular attention to their experience in workforce development programming and layoff aversion strategies. Additional considerations include vendor capacity to serve targeted populations, collaboration capabilities with local workforce boards, and commitment to reporting requirements and performance metrics established by the state workforce agency. The evaluation synopsis provides transparency in the award selection process and documents the rationale for recommending the successful vendor(s) to deliver these critical layoff aversion services.
