About this file
This document is an Award Recommendation and Evaluation Synopsis from the Michigan Department of Technology, Management, & Budget (DTMB) Procurement office for Request for Proposal (RFP) 250000000390 regarding Michigan Department of State Network Services. The RFP was posted on SIGMA VSS on January 31, 2025, for approximately 4 weeks, with proposals due by February 27, 2025. The solicitation sought a contractor to provide network services required by State and Federal law to administer driver license, motor vehicle title, and voter programs. The contract term is five years, with up to three additional one-year renewal options. Only one bidder, the American Association of Motor Vehicle Administrators (AAMVA), submitted a proposal by the due date.
The recommended award is to AAMVA for $5,078,464.47, pending State Administrative Board approval. Although AAMVA initially did not adequately address all descriptive requirements, the state used a provision allowing evaluation of the sole proposal through two rounds of clarifications. AAMVA was ultimately deemed capable of carrying out the contract responsibilities. The bidder is not classified as a Service-Disabled Veteran Owned Business (SDVOB) or a Geographically Disadvantaged Business Enterprise (GDBE). The award recommendation is based on AAMVA being the only responsive bidder and having the necessary experience to perform the contract requirements, with consideration given to the overall economic impact to the State of Michigan.
