About this file

This is an Award Recommendation and Evaluation Synopsis prepared by Michigan's Department of Technology, Management, & Budget (DTMB) Procurement regarding RFP 250000002675 for Additional Tax Types. The State solicited proposals for a tax solution contractor through a Request for Proposal posted on SIGMA VSS on July 18, 2025, with a submission deadline of August 29, 2025. The resulting contract has a five-year initial term with up to five optional one-year renewal periods. Fast Enterprises, LLC, located in Centennial, Colorado, was the sole bidder on this solicitation and has been recommended for award pending State Administrative Board approval. The evaluation process incorporated a Joint Evaluation Committee of 55 voting and advisory members from DTMB and the Treasury Department who assessed proposals against four technical criteria: Schedule A - Statement of Work (20 points), Vendor Questions Worksheet (35 points), Business Specification Worksheet (40 points), and Resume Templates (5 points), totaling 100 points.

Fast Enterprises, LLC achieved a technical score of 90.55 and was determined to meet all RFP requirements despite multiple documented deficiencies across evaluation categories, including inadequate responses regarding standard contract terms, insurance requirements, service level agreements, data security requirements, and project management details. The total contract award amount is $25,216,708.33, comprised of $22,200,000 for implementation, $2,000,000 in license fees, and $1,016,708.33 for maintenance and support. Through post-evaluation negotiations, the State reduced the total contract value by $1,000,000 and incorporated this scope into existing Master Agreement 240000001157, establishing a phased rollout approach with pricing locked in pending funding availability. The State's recommendation for award emphasizes that leveraging the incumbent contractor provides best value through cost reduction, minimized system transition risks, vendor continuity, and adherence to project timelines.

VI. Negotiations

Through negotiations, it was determined that the most efficient solution was to incorporate the scope of this RFP into MA 240000001157. The State engaged FAST in contract discussions and successfully updated the Terms and Conditions to reflect the increased contract value. The State also negotiated a phased rollout approach, ensuring it was not obligated to begin additional implementations immediately. Rollouts can be initiated as funding becomes available, with pricing locked in. Additionally, FAST agreed to a total contract reduction of $1,000,000.

VII. Award Recommendation The State issued a Request for Proposal and received only one bid. After review the proposal meets all requirements and aligns with the State’s existing contract and Tax System. Leveraging the current contract provides best value by reducing costs, avoiding system transition risks, maintaining continuity with a proven vendor, and allowing the State to meet project timelines. Given these advantages, The JEC recommends award be made to FAST Enterprises, LLC. in the amount not to exceed $25,216,708.33 pending State Administrative Board approval.
