The award recommendation to Sun Valley Foods Company was based on best value analysis, considering its comprehensive capability to meet MDOC's full product requirements, superior technical performance in quality controls and delivery systems, Michigan-based presence supporting state economic goals, and overall proposal responsiveness to RFP requirements.
