About this file
This is an Award Recommendation and Evaluation Synopsis prepared by the Department of Technology, Management, & Budget's Procurement office for the Michigan Department of Corrections (MDOC). The solicitation, RFP No. 250000003011, sought a contractor to provide food and food service products to support operational needs across MDOC facilities. The RFP was posted on SIGMA VSS on December 8, 2025, with a mandatory preproposal meeting held on December 18, 2025, via Teams. The proposal due date was January 29, 2026. Two bidders submitted proposals: Sun Valley Foods Company (Detroit, Michigan) and GoodSource Solutions, Inc. (Carlsbad, California). The contract term is three years with up to seven renewal options. The evaluation was conducted by a Joint Evaluation Committee using weighted technical criteria including product specifications (30 points), service quality and consistency (30 points), ordering and delivery (30 points), staffing (5 points), and vendor questions (5 points) for a total of 100 points.
Sun Valley Foods Company was recommended for award with a total technical score of 87 out of 100 points, compared to GoodSource Solutions, Inc.'s score of 86 out of 100 points. The award amount is $150,000,000.00, pending State Administrative Board approval. Sun Valley Foods Company demonstrated superior performance by providing the ability to supply all 15 required food product categories, whereas GoodSource Solutions could only provide one category (Baked Goods at $977,966.51). Sun Valley's Michigan-based presence, comprehensive inventory controls, delivery protocols, and alignment with MDOC's operational priorities for product quality and menu consistency across 26 facilities were determining factors in the best value determination. While both bidders noted deficiencies in their proposals regarding system integration details, reporting processes, and emergency service procedures, Sun Valley Foods Company's more robust and responsive technical proposal positioned it as the vendor offering the best overall value to the State of Michigan.
