Two bidders submitted proposals: Prairie Farms Inc. of Battle Creek, Michigan, and Cedar Crest Dairy, Inc. of Hudsonville, Michigan. The contract term is four years with up to six renewal options available. The evaluation was conducted by a Joint Evaluation Committee consisting of seven voting members representing various state agencies including the Michigan Veteran Homes, State Police Training Academy, Department of Human and Health Services, and the Central Procurement Services. Technical evaluation criteria weighted product selection (25 points), service quality and consistency (35 points), ordering delivery and acceptance (25 points), additional requirements (10 points), and vendor questions (5 points) for a total of 100 points.
Prairie Farms Inc. received a technical evaluation score of 87.5 points and was determined to be the responsive and responsible bidder offering the best value to the State of Michigan. The company submitted a total price proposal of $108,060.20 across 24 line items for various milk and dairy products. Cedar Crest Dairy, Inc., which scored 89.5 points technically, submitted a higher price proposal of $118,533.11 and failed to meet all required product specifications, specifically lacking the ability to provide products in the container sizes needed for state operations. The award recommendation of $500,000.00 to Prairie Farms Inc. is pending State Administrative Board approval. The evaluation noted that Prairie Farms Inc. was the only bidder able to meet all required product specifications and demonstrate the ability to meet delivery, service, and statewide support expectations, despite deficiencies in certain areas such as online ordering system capabilities and quality assurance documentation.
