About this file
This is an Award Recommendation and Evaluation Synopsis document from the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for a Water Sampling and Analysis Services Request for Proposal (RFP 250000002533). The solicitation was posted on SIGMA VSS on June 3, 2025, for 43 days, with proposals due by July 16, 2025. The contract term is three years with up to two one-year renewal options, aimed at supporting the Water Chemistry Monitoring Program (WCMP) to measure temporal trends in Michigan's surface water quality.
Two bidders submitted proposals: Eurofins Environment Testing Northwest, LLC and University of Wisconsin System. The evaluation process involved a Joint Evaluation Committee that scored proposals on technical criteria, with a minimum threshold of 80 points. University of Wisconsin System was recommended for award at $271,320.00, scoring 95/100 points. The recommendation was based on the bidder's historical consistency in laboratory analysis, ability to process all samples at a single location, and minimal inter-laboratory variability, which are critical for maintaining the integrity of long-term water quality trend measurements dating back to 1998.

VII. Award Recommendation Award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.
University of Wisconsin provided the best value to the State. Best value factors for Award Recommendation include: The primary goal of the Water Chemistry Monitoring Program (WCMP) is to measure temporal trends in the quality of Michigan’s surface waters. Monitoring stations in this program have existed from as far back as 1998 and for almost all these years, the University of Wisconsin System has provided analysis of low-level metals for this effort. The only way this lengthy dataset is of value is if we have confidence in the reliability of these trend measurements, which is best determined with consistency – consistency in the laboratory, equipment, equipment operators, and quality assurance. Inter-laboratory variability can have a significant impact on the reliability of trend measurements. The University of Wisconsin System should continue to be used to limit this variability. Laboratory analysis is only one component of the WCMP. Other components include field sampling efforts and shipping sampling. The University of Wisconsin System can process all samples requested at a single location, which logistically simplifies shipping and coordination with field staff.
As part of the best value determination, overall economic impact to the State of Michigan was considered and is not a determinative factor in making this award.
Award Recommendation is made to University of Wisconsin System in the amount of $271,320.
