VI. Award Recommendation Award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.
Weston Solutions of Michigan, Inc. provided the best value to the State. Best value factors for the Award Recommendation include: Weston Solutions proposal to use unmanned aircraft systems (UAS) (i.e., drones) to search for wells in heavily vegetated, lightly vegetated, and mixed land cover areas will significantly increase the amount of land that can be searched and reduce the time it will take to locate wells. EGLE also anticipates that the use of drone-mounted thermal infrared cameras and magnetometers will also increase the number of wells that are able to be located in the field. In addition, Weston Solutions has proposed using ArcGIS Pro’s Vehicle Routing Problem (VRP) tool to plan field visits, which will optimize routes and maximize the number of wells that can be visited in a day while reducing travel costs. Lastly, Weston Solutions will use ArcGIS Survey123 to collect field data which will be linked to a live data viewer, allowing EGLE to view data in near-real time, which allows for enhanced problem solving if/when issues arise and to make quick decisions about well rehabilitation as needed.
As part of the best value determination, overall economic impact to the State of Michigan was considered and is not a determinative factor in making this award.
