About this file
Summary
This is an Award Recommendation and Evaluation Synopsis document from the Michigan Department of Corrections for RFP 260000001172 regarding bulk chemicals for Michigan State Industries (MSI). The solicitation was posted on SIGMA VSS on February 12, 2026, with proposals due on March 2, 2026. Two bidders submitted responses: Arrow Chemical Products, Inc. (Kalamazoo, MI) and Austin Sales Group, Inc. (Fraser, MI). The contract is for a three-year initial term with up to two one-year renewal options. The RFP required the primary contractor to be a manufacturer-authorized distributor capable of providing Safety Data Sheets (SDS) and recall notifications. The solicitation evaluated 19 chemical deliverables including automatic dishwashing detergent, degreasers, disinfectants, floor wax, bleach, and fragrances, with technical evaluation criteria weighted across five categories totaling 100 points.
The Evaluation Committee, composed of seven MDOC staff members, determined that Arrow Chemical Products, Inc. scored 95 points and Austin Sales Group, Inc. scored 80 points on technical evaluation. After a second round of negotiations on pricing, Arrow Chemical Products, Inc. received an award recommendation for $2,193,557.10 and Austin Sales Group, Inc. for $928,732.27, pending State Administrative Board approval. Neither bidder qualified for Service-Disabled Veteran Owned Business or Geographically Disadvantaged Business Enterprise set-asides. Austin Sales Group, Inc.'s Quaternary Ammonium Disinfectant was deemed ineligible because the submitted SDS was not approved by MDOC Fire Safety and Environmental Health, resulting in that product being excluded from both bidders' awards.
