About this file

This is an Award Recommendation document issued by the Michigan Department of Natural Resources Procurement Office for Request for Proposal 260000001889 concerning aerial drone spraying services. The RFP solicited proposals for herbicide application services across three Michigan regions: the Upper Peninsula, Western Lower Peninsula, and Eastern Lower Peninsula, to support the Forest Divisions' operations on DNR properties. The RFP was posted on SIGMA VSS on April 27, 2026, with a proposal due date of May 19, 2026. Three bidders submitted responsive proposals by the deadline: AgTak, Quality Drone, and Wildlife and Wetland Solutions. The recommended contract term is three years with up to three one-year renewal options. The evaluation process required all proposals to meet mandatory requirements and pass responsive vendor criteria, with award determination based on lowest price among passing bidders.

The evaluation determined that all three bidders submitted proposals meeting mandatory requirements. AgTak was awarded the Upper Peninsula contract in the amount of $26,178.17, while Quality Drone received the award for both the Eastern and Western Lower Peninsula contracts totaling $83,530.40. AgTak's pricing for the Eastern Lower Peninsula ($30,486.33) and Western Lower Peninsula ($75,790.11) exceeded Quality Drone's bids in those regions, resulting in the split awards. Wildlife and Wetland Solutions, while responsive, submitted the highest prices across all three regions and was not recommended for award. Neither the recommended contractors nor the unsuccessful bidders are identified as Service-Disabled Veteran Owned Businesses or Geographically Disadvantaged Business Enterprises. The Solicitation Manager, Laura Gyorkos, is available to conduct debriefing sessions with unsuccessful bidders upon request.
