About this file

This document is a justification for other than full and open competition regarding the renewal of licenses for Mentum Planet digital mapping software. The National Telecommunications and Information Administration requires the continued use of Mentum Planet licenses currently owned by FirstNet to perform coverage and capacity planning, design, deployment and optimization of the Nationwide Public Safety Broadband Network. InfoVista was determined to be the only authorized source for renewing the existing Mentum Planet licenses installed on FirstNet's virtual machines, as it is the original manufacturer. A Special Notice was posted on SAM.gov and no responses were received expressing interest. The Contracting Officer will ensure quoted prices for the license renewal are fair and reasonable through comparison to historical prices and an Independent Government Cost Estimate. Market research found no other vendors able to provide the required license renewal.

In order to ful ill the current NPSBN IDIQ, Task Order 04 contractual obligations, which includes but are not limited to, coverage and capacity planning that are directly related to the NPSBN Radio Access Network being built, FirstNet requires a currently utilized digital mapping software product, InfoVista Mentum Planet, to have its licenses renewed. FirstNet currently owns the mapping software product and is installed on FirstNet's virtual machines. Furthermore, FirstNet's partner AT&T utilizes ile formats that are readable through InfoVista's Mentum Planet tool. The software purchase and licenses are only available from the manufacturer. InfoVista was initially the only company that provide the required software/data that is free from security risks and foreign entity concerns. In addition, FirstNet owns all the geodata required to perform the data analysis from the deliverables provided by AT&T.

The GeoData has been provided by the InfoVista in the format usable for the Planet. It is an item part of Planet package.

The purpose of renewing the existing licenses would provide the existing workforce the tools necessary to accomplish FirstNet’s mission and to satisfy its mandatory requirements for Task Order 04. Primarily it consists of utilizing those licenses to perform advanced geostatistical analysis on coverage maps and supporting data to verify and track both Band14 and Non Band14 deployment progress at every IOC milestones. In addition, the license extensions would allow FirstNet to perform additional tasks such as design, deploy and optimize the NPSBN.

FirstNet's deliverable review process for Coverage and Capacity (Task Order 4) is centered around Planet. Since 2014, FirstNet has developed Planet work low and processes that are being used to review and accept Task Order 4 deliverables. Also, federal employees and contractors have developed in-depth knowledge of the Planet software and all the necessary skills required for proper and accurate review and acceptance of Task Order 4 deliverables. Furthermore, to have a stable and reliable operating environment for Planet and all its processes and work lows, FirstNet deployed comprehensive, high-end virtual systems optimized with Microsoft for running Planet Software.
