Computrition software will interface with VistA dietetic software using HL-7 (Health Level 7) interface. Computrition is the only commercial software vendor that can provide an ADT/Diet Order HL-7 interface with VistA. This interface allows a one-way direction of information from VISTA medical record to Computrition software and doesn't allow any information from Computrition to go back into VA systems or the risk of overwriting data, security breaches, or data corruption in the VistA system.
Other unique features of Computrition include the following: software will identify ingredients that may pose a life-threatening food related allergic interaction and removes this item from the patient’s meal ticket mitigating any adverse reaction, thus enhancing patient safety. This task is currently done manually, contributing to potential human error. Computrition communicates with VA’s Prime Vendor and downloads pricing and other data that simplifies the workload for costing, warehousing, and inventory- tasks that are currently done manually.
This software can make smart substitutions regarding patient food dislikes, food preferences, diet restrictions, and allergens. This software takes desired menu items via existing hardware to the production kitchen communication center in real time. This software is will interface with the electronic health record Cerner that the VA will be implementing nationwide. Computrition is the only software that interfaces with VISTA while also providing HS Single Sign on to meet VA National Institute of Standards and Technology (NST) mandate.
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition.
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The prices are determined to be fair and reasonable through inclusion in an FSS as the prices have already been determined to be fair and reasonable by GSA. In addition, there is acquisition history confirming reasonableness. Contract 36C25919F0144 with Computrition Inc.
was reviewed which is fulfilling the requirement for the RMRMC through 1/31/24. For this contract it was determined that if the VA replaced the Computrition system with another
VHAPM Part 808.405-6 Limiting Sources Page 4 of 5 Original Date: 08/30/2017 Revision 03 Eff Date: 03/18/2021 product, the cost to the VA for the initial installation of hardware and software was estimated at $79,909.00 in addition to the cost of the requirement for the base year. Computrition Inc.’s quote accepted for Contract 36C25919F0144 was compared to the prices of previously awarded contracts for VA stations.
A FPDS Search revealed that the Martinsburg VA had a contract with Computrition in a total of $283,316.98. The Fayetteville VA had a contract with Computrition valued at $322,872.87. The base year estimates for this VISN 19 procurement range from $27,073.65 to $302,579.64. This price range per station which is dependent on how many sites and clients per station is considered fair and reasonable as the prices are in line with the comparison prices identified.
(6) Describe the Market Research Conducted: A search of www.vip.vetbiz.gov did not find any SDVOSBs/VOSBs. Computrition Inc. confirmed that its software package is proprietary. The software functionality is developed, tested, owned, licensed, and maintained by Computrition Inc. Computrition does not authorize any other entity to sell, support or train related to this software. Computrition is the sole source provider of this functionality. The software modules cannot be licensed through any other company. In the eCMS briefcase, Letter, dated May 6, 2020, from Kim Goldberg, Computrition’s Chief Operating Officer, confirms this information.
For previous purchases by the VA, a similar system, CBORD, was reviewed for acceptability;
however, the product does not have the required HL-7 Interface capability to interface with the VA VistA system. Ultimately, it was found that no other computerized off the shelf software (COTS) was being utilized by the VA that was able to accomplish the comprehensive level of food management required with the VistA interface capability. The Computrition system is the only system which can meet the VA’s requirement. The CVAMC NFS department has utilized Food Processor Pro, but this program is limited to recipe management, menu planning and nutrient analysis and does not have the capability to interface with VistA on any level, identify food allergies, generate meal tickets, and inventory reports.
(7) Any Other Facts Supporting the Justification: There are no other facts.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The Government will continue to conduct market research to ascertain if there are changes in the market place related to products available to meet the VA’s requirements.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
