About this file
This Award Letter and Synopsis is issued by the State of Michigan Department of Natural Resources regarding Request for Quote 18000000814 for the removal and installation of Mercury boat motors. The solicitation was posted on the SIGMA VSS platform on July 27, 2018, for a 14-day period with proposals due on August 9, 2018. Two bidders submitted responsive and responsible proposals by the published deadline. The procurement was for a one-time purchase of two 2018 Mercury FourStroke motors (a 225XL and a 225CXL, both with 4.8" specifications) and associated removal and installation services. No specific site visits or bidders' conferences were noted in the documentation.
The award recommendation was made to Damark Marine Specialties Inc. of Gibraltar, Michigan, in the amount of $31,011.48, pending State Administrative Board approval if applicable. Damark's pricing for the two motors totaled $29,971.48, with an additional $1,040.00 for removal and installation labor, undercutting the competing bid from T & RC Company Inc. DBA Indian River Sports Center by $16,912.59. The evaluation process was based on a low-bid methodology, with both bidders required to pass technical evaluation criteria including Mercury Dealer certification. The award was based solely on price competitiveness among responsive and responsible vendors meeting all mandatory requirements. Solicitation Manager Dorene Sandoval was identified as the point of contact for debriefing sessions with non-selected bidders.
